I MEMORANDUM of UNDERSTANDING
CLEAN CITIES PROGRAM
This non-binding Memorandum of Understanding (&IOU) is by and among the San Diego
Regional Alternative Fuel Vehicle Coalition and San Diego Clean Cities Region
Stakeholders, whose membership will change over time but currently includes:

I MEMORANDUM of UNDERSTANDING I
This non-binding Memorandum of Understanding (MOU) is between City of Carlsbad and
the San Diego Regional Alternative Fuel Vehicle Coalition in order to facilitate the
designation of the San Diego area as a ‘Uean Cities” Region.
The Stakeholders, consisting of federal, state and local agencies and private businesses,
have joined together with the common goals of
1). Reducing the San Diego Region’s dependence on conventional petroleum-based
fuels, particularly for fleets of vehicles, as specified in the Federal Energy Policy Act of
1992;
2). Complying with the alternative fuel fleet provisions of the Federal Energy Policy
Act of 1992;
3). Improving air quality in order to reach the attainment levels specified in the
Federal Clean Air Act Amendments of 1990 and the California Clean Air Act of 1988;
4). Enhancing the quality of life in the San Diego region by supporting and sustaining
environmentally-sound and economically-feasible programs;
5). Expanding the awareness of alternative fuels and alternative fuel vehicles to fleet
owners and operators, businesses and the general public;
6). Exploring viable funding opportunities to supplement Stakeholder commitments in
alternative fuels and alternative fuel vehicles;
7). Training current and future alternative fuel vehicle operators and technicians in
technology related to alternative fuels and alternative fuel vehicles; and
8). Establishing the economic vitality of self-sustaining markets for an alternative fuels
infrastructure.
The undersigned enter into this non-binding MOU in order to join the San Diego
Regional Alternative Fuel Vehicle Coalition in a coordinated effort to obtain Clean
Cities designation by the U.S. Department of Energy for the San Diego region.
This MOU is intended to be a statement of a working relationship among the parties.
This MOU does not create any contractual rights or obligations with respect to the
signatories or any other party. Any party may withdraw f?om this MOU by providing
a written notice to the San Diego Regional Alternative Fuel Vehicle Coalition. This
MOU may be amended or terminated by the mutual consent of the signing parties.
