SECOND AMENDMENT TO CIVIL DEFENSE AND~STE&&.XJEMENT ----- - --.-
THIS SECOND AMENDMENT TO AGREEMENT entered into this 21 d d
day of . 'I&w+ 9 1972 by and between the COUNTY OF SAN DIEGO, i
hereinafter referred to as "County" and the incorporated cities
within the County of San Diego, hereinafter referred to as "City"
or "Cities".
WITNESSETH
WHEREAS, the County of San Diego, hereinafter referred to as
"County" and the incorporated cities within the County of San Diego,
hereinafter referred to as the "City" or "Cities" have previously
entered into the Civil Defense and Disaster Agreement (County of
San Diego Contract Nos. See signature) ,pages for the purpose of preparing
mutual plans for the preservation and safety of life and property
in cases of emergency and to provide for mutual assistance in such i
an event; and
WHEREAS, on April 21, 1972 the Unified San Diego County Civil
Defense and Disaster Council adopted and recommended the approval
of the herein contained amendments to the heretofore mentioned
Agreement; NOW THEREFORE,
IT IS.AGREED as follows:
1. That the title of said agreement between the "County" and
"Cities" is amended to read as follows:
EMERGENCY SERVICES AGREEMENT
2. That all references'in said agreement to the "San Diego‘
County Civil Defense and Disaster Organization" are amended to read
as follows:
Unified San Diego County Emergency Services Crganization
3. That all references in said agreement to the "Unified
San Diego County Civil Defense and Disaster Council" are amended
to read as follows:
Unified San Diego County Disaster Council
4. That all references in said agreement to the "Coordinator '
of Civil Defense and Disaster" are amended to read as follows:
Coordinator of Emergency Services
5. That all references in said agreement to "civil defense"
or "civil defense and disaster" are amended to read as follows: 0
emergency services
6. That paragraph A(1) of said agreement is amended to read
as follows:
Aid, assist and advise each city in the preparation and
development of an emergency plan for that city.
7. That paragraph A(2) of said agreement is amended to read
as follows:
Prepare and develop a County-wide emergency plan which
shall provide for the needs of the contracting cities and
of the unincorporated areas of the County and which in
addition will take into account and be coordinated with
the needs of the cities in the event of a major natural
disaster. .

8. That paragraph A(3) of said agreement is amended to read
. as follows:
Aid, assist and advise the cities with the training of
public employees for the city emergency services organizatior
.9* That paragraph B(3) of said agreement is amended to read
as follows:
Accept primary responsibility for the development within
that city of an emergency plan which shall be compatible
with and complementary to the County-wide emergency plan
and organization to be developed pursuant to paragraph A(2)
above.
10. That paragraph F(1) of said agreement is amended to read
as follows:
To request the Board of Supervisors to proclaim the
existence or threatened existence of a local emergency
and the determination thereof if the Board of Supervisors is
in session or to issue such proclamation if the Board of
Supervisors is not in session subject to ratification
by the Board of Supervisors at the earliest practical time.
11. All other terms and conditions of said agreement shall remain
in full.force and effect.
IN WITNESS WHEREOF, the parties have caused this Second Amendment
to Agreement to be executed on the date first above written.

to the budgeted year, as found in the Property
Valuation and Tax Rate--San Diego County,
Califoz-tia, published by the Audator and
Controller of the County of San Dlego.
4. If at the end of any fiscal year there remains an
unencumbered balance derived from budget savings
or revenue from Pede~-al funds recoXved for cfvil
deferrse purposesI such balance shall be credited
to the mmt.mctf.~g titles at the rate of their
contrlbutgorr for that fiscal year, towards the
folbowMg flXsca1 year for the expenditures of the

Your Board on August 2, 1960 (33) established a ~mpora~jr Steering
Committe~ps for the purpose of 8tudying and recommsndiag to your Board
and the cities of the c-t-y a program for the imp&xnrputation of a county-
wido Civil Dcfensc and Disaster Organization; directid that each city be
ueked to appoint a member of its CiQ Council to sirve on the committeas;
and designated the Chairman of your Board to act as Chairman of said
commit-e D
The comjnittee has met twice and haa agreed upon 891 agreement to impls-
ment the county-wide Civil lkfame and Disaster Organization, It was
also agreed then that the agreement should not become effective unlsse a
minimum of eight cities, one of which must be the City of San Diego. sign
the agreement. As of this writing, eight cities hatie aigned the agreement
(one of which is the City of San Diego) and it is expected that at least two
additional cities will sign.
If your Board is still desirous of implementing the propoetd county-wide
Civil Defence and Disaster program, it is my
RECOMMENDATION: That your Board:
1. Approve the attached agreement. ae prepared by
County Counsel, direct the Ch&xnan of your Board
to execute the agreement for the County.
2. Direct the Department of Civil Serrice and Personnel
to classify and rectiit for the position to head the
organization.
If the proposed Civil Defense program ia to be implemented within a reason-
able length of time upon 4:gn.i.q ‘Jy tlaC rkecessary number of cities, arrange-
ments should be made soon for the recruitment of the new head of the pro-
posed organization. It is for this purpose that your Board is being requastud
to make a decision on the proposed agreement at this time.

CIVIL DEFENSE AND DISASTER AGREEPENT
WHEREAS, the County of San Dlego, hereinafter referred to as
the County, and the Incorporated cities within the County signatory
hereto, hereinafter referred to as the City or Cities as required
by the context, are desirous of establishing a unified civil defense
organizatlon hereby designated as the UNIFIED SAN DSkwo COUNTY CSIAL
DEFENSE AND DXSASTER ORGANIZATION for the purpose of preparing mutual
plans for the preservation and safety of life and property and making
provision For the execution of those plans In the event of enemy
attack upon the United Statea and to provide for mutual assistance In
the event of a natural disaster, they, In consideration of the mutual
covenants herein contained, do hereby mutually agree as follows:
A. The County will perform the following services:
1, Aid, assist and advise each city In the preparation
and development of a disaster plan ior that city,
20 Prepare and develop a County-wide civil defense plan
which shall provide for the needs of the contracting
cities and of the unincorporated areas of the County
and which in addition will take into account and be
coordinated with the needs of the cities In the event
of a major natural disaster.
3. Aid, assist and advlse the cities with the training
of pub110 employees for the city disaster organlzatlons.
4. Provide a County-wide civil defense program in each of
the following areas8

Coroner services. Health. Welfare. Traffic control. Medical. Public Information, Radiological safety.
5. Develop and keep current on a County-wide basls an
Inventory of all the equipment and supplies available
now in the County for use in the event of emergency.

6. Provide technical assistance In obtaining any federal
or state funds which may become available to the cities
for civil defense purposes and In the acquisition by
the cities of surplus property for civil defense purposes,
7. In the event of a disaster confined to one city, the
County will offer assistance within the limits of Its
clvll defense organlzatlon and will coordinate asslst-
ante furnished by other cities in accordance with
mutual ald agreements.
8. Xn the event of a dlsaster within the County affecting
an az?ea greater than any one city, the County shall
offer aaslstance to the extent of Its civil defense
establishment and shall direct and coordinate the
assletanue furnished by other oltles.

Unified San Dlego County Civil Defense and Disaster
Organizatlon.
Become parties to such mutual aid agreements as shall
be deemed necessary by the San Dlego County Civil
Defense and Disaster Council, established herein.
Accept primary responslblllty for the development
within that city of a disaster plan which shall be
compatible with and complementary to the County-wide
civil defense plan end organlzatlon to be developed
pursuant to Paragr?aph A (2) above.
Delegate to the San Mego County Civil Defense and
Disaster Counall established herein whatever authorlty
It Is lawful for the cities to delegate when such
delegation 8hall be deemed necessary by said Council,
This delegation of authority shall be restricted to
whatever expenditure of city funds and use of city
personnel, equipment and supplies as ax-e made available
by the cities for civil defense purposes.
c p0 In consideration of these mutual prom.itseso it is hereby
mutually agreed:
1, That the 2ount.y will pay fifty percent (5@) of the
cost of establlahing and maintaining the UnifYed
San Diego County Civil Defense and Disaster
Organlzation,
2, That the cities signatory hereto will pay fifty per-
cent (50%) of the coat of establishing and maintairr-
ing the Unified San Dlego County Civil Defense and
Disaster Organisation, said fifty percent (5076) to be
apportioned among the cities In accordance with the
following formulae:
One-half of the 50$, or 25% of the total budget,,
to be apportioned by people units or populations
Qak Total population of all contracting cities
dPJi.ded Into one=-fourth or %he total budget ,
equals a factor In cents,
Population of each contracting city times the
factor in cents equals the share for each city,
The remaining 259 of the total budget to be appor-
tioned by value units --assessed valuation of each city,
(a) Total assessed value of real and personal property
in all contracting cities divided Into one-fourth
of the total budget equals a factor in mills.
(b) Assessed value of each contracting city times the
factor In mills equals the share for each city,
3. (a) For purposes of this agreement the total assessed
valuation of real <znd personal property in all con-
tracting cities shall be the most recent, such total
malntained by the office of the Tax Assessor of the
County of San Diego

be determined by a method which is mutually accept;able

the Board of Supervisors from the following lists
