Per your request, Saving Sacred Sites submits the following Proposal of Projected Costs for your review. If you have any questions or concems regarding the Proposal of Costs, please do not hesitate to contact me or Carmen Mojado, the President of Saving Sacred Sites. Projected Cost Estimate for Native American Monitors Proiect Names: Proiect Developer/Owner: Proiect Contact: Description of Proiect: Home Plant Lift Station and Vancouver Sewer Extension Project City of Carlsbad Mark Biskup It is our understanding that the City of Carlsbad, CA proposes excavation work and/or ground disturbing work to be performed for both the Home Plant Lift Station and the Vancouver Sewer Extension Project. The ground disturbing work for Projected Cost Estimate for Home Plan Lift Station & Vancouver Sewer Extension Projects City of Carlsbad, California Saving Sacred Sites Page lofS Expected Length of Proiect: Monitors Hourlv Wage: Number of Native American Monitors Required: the Home Plant Lift Station would conists of, but not be limited to such ground disturbing work, such as the excavation of tunneling pitsj a wet well, overflow structure and the building's foundation and the Vancouver Project would consist primarily of similar natured ground disturbing activities ("Project"). The Projects are all located within the jurisdiction of the City of Carlsbad ("Project site"). It is our further understanding that the City of Carlsbad acknowledges and recognizes both Project areas' past and potential cultural resources at or near the respective Project sites and that appropriate cultural mitigation measures will be taken. Forty-five days (45) days/ 360 hours (based on 8hrs./day) $50.00 It is unknown at this time whether simultaneous ground disturbing activities will occur during the project, nor if "inadvertent discoveries" will be made. If simultaneous ground disturbing activities do occur and/or "inadvertent discoveries" are made, then it is possible that two (2) monitors may be required, with the understanding that one (1) will always be required during ground disturbing activities. Additional Costs Associated with Monitoring of Proiect: Native American monitors are reimbursed for all reasonable and documented mileage expenses at the current IRS mileage rate of $.55 cents per mile. Our Native American monitors reside in and outside San Diego County. Given the nature of our business, we cannot determine which Native American monitor will be placed at your site until thejob is cleared to begin. Hence, to provide the City of Carlsbad with our best estimate, we have taken the residence of our furthest monitor and estimated their travel expenses to and from the proposed job site. In this instance, the estimated mileage for our monitor who lives the furthest from this job site is 100 miles/round trip. If Projected Cost Estimate for Home Plan Lift Station & Vancouver Sewer Extension Projects City of Carlsbad, California Saving Sacred Sites Page 2 of 5 Invoicing Requirements: we estimate .55 cents a mile for this Native American monitor, the estimated expense is $55.00 per day. It is our further understanding that the project will take approximately 45 days with a total estimated mileage expense of $2,475.00. Saving Sacred Sites will maintain comprehensive general liability property damage and bodily injury insurance in the amount of not less than $1 million per occurrence, and workmen's compensation insurance if required by law, throughout the term of this Project and provide the City of Carlsbad a current certificate of insurance extending such coverage to the Native American monitor's conduct on the Project Site prior to any on site monitoring activity. A minimum half-day charge ("show up time") will be charged to the City of Carlsbad for unannounced work stoppages of Tribal monitors which are not due to the actions of Saving Sacred Sites. The hourly rate will not be applicable to travel time to and from the Project Site. The City of Carlsbad agrees that Saving Sacred Sites may invoice for the Native American monitors' compensation on a monthly basis. The City of Carlsbad also agrees to remit payment in full to Saving Sacred Sites within thirty (30) days of receipt of said invoice. Proposal Summarv: It is our understanding that the time projected for excavation and other ground disturbing activities for this Project is approximately 45 days. We further assume that the work will be regulated to five (5) days a week, six (8) hours a day. It is estimated by the City of Carlsbad that the hours of monitoring to be accmed will be 360 hours. Our monitors are compensated at $50.00 per hour. It is unclear whether simultaneous grading activities are being proposed for this Project, or whether "inadvertent discoveries" will be made. If there is to be simultaneous grading activities on this Project, or if "inadvertent discoveries" are made, then it is possible that two (2) or more monitors may be Projected Cost Estimate for Home Plan Lift Station & Vancouver Sewer Extension Projects City of Carlsbad, California Saving Sacred Sites Page 3 of 5 required, with the understanding that one (1) will always be required during ground disturbing activities. This however would not include the travel costs to the Project Site, which is billed in addition to the monitor's hourly wage at the current IRS mileage rate of $.55 cents per mile. Using a 45 day estimate as proposed by the City of Carlsbad, for only one (1) Native American monitor (using the mileage estimate from the farthest living Native American monitor), the total travel reimbursement would be $2,475.00 It is the practice of Saving Sacred Sites to invoice the Developer for the Native American monitors' compensation on a monthly basis. And the Developer must agree to remit payment in full within thirty (30) days of receipt of Saving Sacred Sites' invoice. If the Project exceeds 45 days, and/or the hours worked exceeds 360 hours, then an addendum to this Proposal of Projected Costs will be required and an amended Fee Agreement with the City of Carlsbad will need to be completed. Conclusion: Cost Breakdown and Projected Amounts: • One (1) Native American Monitor for approximately 45 days, 360 hours, at $50.00 per hour $18,000.00 • Travel Reimbursement for one (1) Native American Monitor for 45 days, at .55 cents a mile $ 2,475.00 Projected Costs for Native American Monitoring $20,475.00 In conclusion, Saving Sacred Sites proposes that absent simultaneous ground disturbing activities taking place during the Project, and if there are no inadvertent discoveries made during the Project, the projected costs for Native American monitoring will be approximately $20,475.00.
