This work has been in progress since 1882, and its results consist of published maps of more than 42 per cent of the country, exclusive of outlying possessions. This topograpliic atlas i.=< published in. the form of maps on sheets measunng about \Qh 20 inches. Under the general plan adopted tlie country is divided into quadrangles bounded by parallel? of latitude and meridians of longitude. These qnudraugles are mapped on different scales, the scale selected for each map ijeing that which is best adapted to general use'in the development of the country,,and consequently, though the standard maps are of nearly uniform size, they represent areiis of different sizes. On the lowei" margin of each map are printed graphic scales showing dlstai.u'es in feet, metei"s, and miles. In addition, the scale of the map ia shown by a fraction expressing a fixed ratio between linear measurements on the map and ri>r- responding distances on the ground. For example,-tiie Sf;ale fT.^,,., means tliat 1 unit on the map (such as 1 incli, 1 foot, or 1 meter) represents 62,500 similar tinits on tlie earth's surface. Although some areas are surveyed and some maps are onm-^ piled and pubUwhed on special scales for special purposes, the standard topographic surveys for the United' States proper and the resulting nxaps have for many years been tUvided into three types, diflerentiuted as follows: 1. Surveys of are;is in whirli thei-e are problems of great public importance—relating, for example, to mineral develop- ment, irrigjition, or reelaiuation of swtunp areas—are made with snfhcient accuracy to be used in tlie publication of maps ou a scale of (1 inch = one-half mile), with a contour interval of 1, o, or 10 feet. 2. Surveys of areas in which there are problems of average public importiince, such as most of the basin of the Mississippi and its ti'ibutarie';, are made witb suflicient accuracy to be used in tlje publication of uuips ou a scale of i^j^sa (1 inch—nearly 1 mile), with a contour interval of 10 to 25 (eet. y. A topographic survey of Alaska has been in progress since 1K9S, and nearly 4B per cent of its area htis now been mapped. Ai)out 10 per cent of the Territoiy has been co.vered by recon- naissance mapy on a scale of ^J^, or about 10 miles to an inch. Mo.'^t of the renuiining area surveyed in Alaska bas been mapped on a scale of but about 4,000 square miles has been map]}ed on a scale of j-j}^ or larger. The Hawaiian Islands, witli the exception of tbe small islands at tlie western end of fhe gi'onp, have been surveyed, and the re.sulting maps are published on a scale of The features shown on these maps may be arranged in three (works of man), such as towns, cities, roads, railrc boundaries. The City Council has al-ways been iffilling aiid anxious to confer-with others on matters of general-concern affecting their mutual interests. However water and the right to its use is a "subject so highly technical from an engineering and legal aspect, that unless all are fully advised a conference , •on the subject seldom • serves a useful purpose . . - The City Council is not satisfied that_the permits isaued by the Water Commi ssi on to Pallbrooic,' Oceanside .and Carlsbad are just proper, or tha.t the Commission has author- ity, to enforce their terms. . The City of Oceanside"took this position when Fallbrook commenced to divert water from the San'Luis Rey River, and strengthened its' position at that time by a decree of the Superior Court" y/hich estab- lished the city's rights ''and permits injunctive relief should those rights be violated. The City Council has adopted this procedure as a matter of policy-for the protection of the city's rights to the use of .water in the San Luis Rey River as against all -other future diversions from the river. The city has no thought at this'time .of endeavoring to escape from the. terms of the agreement it entered into with .the South C.oast Land Company in 1913, but'is determined nbt to permit the terras of that, agreement to be violated, or water in excess of the amount provided.for in the agreement to be diverted. . . Your Board, being familiar with nil phases of wiiter development in this territory, would consider it a breach of duty not to take steps immediately to .secure our water supply. FINANCING Formal application has been made to tiie Berkeley Bank for Cooperatives for n loan in the amount of $100,000 to construct Calavera Dam and Pii>olinc, subject to the consent of the shareholders of your Company. This loan will have to be secured by A-ssets of your Compan.v. WE WERE FORTUNATE. IN OBTAINING AN INTEREST RATE OF 4% PER ANNUM, which the Board feols is a very favorable rate. It is proposed to obtain, the loan on a 15 year basis, reserving, however, the option to pay. off any portion or all of the loan at any time, without penalty. On a 15 year basi.? the annual principal payment each ye:ir would amount to $6,GGG or $3.:S3 per share. The interest also woukl bo paid by iissessment of tin: Capital .Stock.
