Requirements 1. The MFEM shall coordinate with respective manufacturer’s of mechanical and electrical systems associated with the valves furnished to ensure all required functionality is incorporated and resolve any signal and control interface discrepancies. 2. Where required, the MFEM shall fiunish additional devices and interface components in accordance with requirements under Divisions 13 and 16. 2.05 SPARE PARTS A. Provide to the Engineer a list of all spare and replacement parts with individual prices and location where they are available. Prices shall remain in effect for a period of not less than one year after start-up and final acceptance. B. For additional spare parts requirements by system, see the detailed system specification sections following Section 11300. 2.06 SHOP PAINTING A. B. C. D. E. If not specified herein, coatings shall comply with the requirements of Section 09900. In case of a conflict, the requirements of this Section govern. If the manufacturer’s requirement is not to require finished coating on any interior surfaces, then manufacturer shall so state and no interior finish coating will be required, if acceptable to the Engineer. The exterior surface of various parts of valves, operators, floor-stands and miscellaneous piping shall be thoroughly cleaned of all scale, dirt, grease or other foreign matter and thereafter one shop coat of an approved rust-inhibiting primer shall be applied in accordance with the instructions of the paint manufacturer or other primer compatible with the finish coat provided. Unless otherwise noted, interior ferrous surfaces of all valves shall be given a fusion bonded epoxy coating per Section 09900. Ferrous surfaces obviously not to be painted shall be given a shop coat of grease or other suitable rust-resistant coating. Mounting surfaces shall be especially coated with a rust preventative. Special care shall be taken to protect uncoated items and plastic items, especially fkom environmental damage. 2.07 SPECIAL TOOLS A. Provide all special tools required for normal maintenance. Tools shall be packaged in a steel case, clearly and indelibly marked on the exterior to indicate equipment for which tools are intended. 2.08 LUBRICANTS A. Provide all lubricants required for equipment startup and initial operations. PART 3 - EXECUTION 3.01 A. B. C. D. E. DELIVERY AND INSTALLATION All valves and appurtenances shall be installed per these Specifications, the manufacturer's instructions and approved shop drawings in the locations shown, true to alignment and rigidly supported. Any damage to the above items shall be repaired to the satisfaction of the Engineer before they are installed. Install all brackets, extension rods, guides, the various types of operators and appurtenances as required. Before setting these items, the MFEM shall check all Drawings and figures which have a direct bearing on their location. The MFEM shall be responsible for the proper location of valves and appurtenances during the fabrication of all MFEM supplied items on which valves are installed. All materials shall be carefully inspected for defects in construction and materials. All debris and foreign material shall be cleaned out of openings, etc. All valve flange covers shall remain in place until connected piping is in place. All operating mechanisms shall be operated to check their proper functioning and all nuts and bolts checked for tightness. Valves and other equipment which do not operate easily, or are otherwise defective, shall be repaired or replaced at no additional cost to the District. Unless otherwise noted, joints for valves and appurtenances shall be made up utilizing the same procedures as specified under the applicable type connecting pipe joint and all valves and other items shall be installed in the proper position as recommended by the manufacturer. The MFEM shall be responsible for verifying manufacturers' torque requirements for all valves. In horizontal pipe runs centered less that 4'4" above the operating floor, orient valve stems as close to vertical as permitted by adjacent piping. The various pipe lines in which the valves and appurtenances are to be installed are specified to be field tested. During these tests any defective valve or appurtenance shall be adjusted, removed and replaced, or otherwise made acceptable to the Engineer. Various regulating valves, strainers, or other appurtenances shall be tested to demonstrate their conformance with the specified operational capabilities and any deficiencies shall be corrected or the device replaced or otherwise made acceptable to the Engineer. OPERATOR TRAINING The MFEM shall provide training of the District’s operations and maintenance personnel for the valves and appurtenances supplied as specified in Section 01 73 1. ACCEPTANCE TESTING Acceptance testing of valves and related appurtenances will be conducted as part of the overall system acceptance testing as specified in Section 01670. Ground conductors, pulled into conduits with non-grounded conductors, shall be insulated. Color of insulation shall be green. Connect ground conductors to conduit with copper clamps, straps or with grounding bushings. Connect to piping by welding or brazing. Use copper bonding jumpers on all gasketed joints. Connect to equipment by means of lug compressed on cable end. Bolt lug to equipment frame using holes or terminals provided on equipment specifically for grounding. Do not use holddown bolts. Inspections: Accompany the normal installation tests with inspections to demonstrate to the satisfaction of the District the following: 1. Connections: All circuits are properly connected in accordance with the Drawings and applicable approved Shop Drawings. 2. Operation: All circuits and devices are operable. 3. Identification: All conductors are properly identified at each terminal. B. Testing: 1. 600 Volt Cable: a. Test each electrical circuit after permanent cables are in place to demonstrate that the circuit and connected equipment perform satisfactorily and that they are free from improper grounds and short circuits. b. Individually test 600 volt cables for insulation resistance between phases and from each phase to ground. The insulation resistance for any given conductor shall not be less than 1 megohm for 600 volt and less service. Any cable not meeting this value or which fails when tested under full load conditions shall be replaced with a new cable for the full length. 2. Instrumentation Cable: a. Test shielded instrumentation cable shields with an ohmmeter for continuity along the full length of the cable and for shield continuity to ground. b. Connect shielded instrumentation cables to a calibrated 4-20 milliamp DC signal transmitter and receiver. Test at 4, 12, and 20 milliamp transmitter settings. 3. Grounding System: a. Test the completed ground systems for continuity and for resistance to ground using an electrical ground resistance tester. 3.03 OPERATOR TRAINING A. General 1. Scope: The h4FEM shall furnish all labor, materials, equipment, services, and incidentals required to provide variable frequency drives (VFDs) integrated with semiconductors for a 6 pulse arrangement with phase shifting transformer, complete and operational with controls and accessories as shown and specified. B. Coordination 1, All VFDs shall be furnished under Division 16, shall be of the same manufacturer and shall be furnished by a single supplier under Division 16. 2. The MFEM shall have sole and total responsibility for the satisfactory installation and operation of each entire system including driven equipment, motors, VFDs, and controls as specified by the Procurement Documents. 3. The MFEM shall submit an acceptance letter from both the driven equipment and motor manufacturers stating that the VFD will fully meet all starting and operating requirements of each driven equipment/motor combination. 4. The MFEM shall submit a letter from the VFD manufacturer stating that they have reviewed the driven equipment requirements and that the VFD will successfully meet all operating requirements in each instance. 1.02 QUALITY ASSURANCE A. Reference Standards: Comply with applicable provisions and recommendations of the following, except as otherwise shown or specified. 1. National Electric Code. 2. The manufacturer shall demonstrate in writing the quality assurance program in use to certify key components. In-house manufacture of key components is desirable, and will be considered in judging acceptance. 1.03 SUBMITTALS A. Coordination compliance letters. B. Factory Test Reports 1. The testing procedure shall be the manufacturer's standard procedure to assure maintenance free service. The Owner shall be given seven (7) days notice prior to start of factory testing so that the Owner, at his option, may witness the testing. a. All final assemblies shall be tested at full load with application of line-to- line bolted fault. The VFD shall trip electronically without device failure. b. After all tests have been performed, each VFD shall undergo a 40 hour burn-in test. The VFDs shall be burned in at 100 percent inductive or motor load for 40 hours without an unscheduled shutdown. c. After the bum-in cycle is complete, each VFD shall be put through a 30 minute cycling motor load test before inspection and shipping. d. Certification that all of the testing above has been performed shall be provided by the VFD manufacturer. 3. In addition to the manufacturer's standard tests, each VFD, including all instruments, selector controls, solid state components, systems, and internal and external equipment which are a part of the VFDs shall be assembled, tested, and thoroughly checked for proper operation of all functions and features. Dummy signals and loads shall be employed that will simulate actual signals and loads if they are a part of the final installation and are not included in this Section. 4. All equipment, devices, instrumentation, and personnel required to perform the tests shall be supplied by the manufacturer. Upon satisfactory completion of the test, the manufacturer shall submit four (4) certified copies of the test report to the District. Component failure during testing will require repeating any test associated with the failure or modified components to demonstrate proper operation. 5. If the test results indicate that any VFD unit does not conform to specified and/or guaranteed performance, the unit shall be modified and retested, at no additional cost to the District, until full compliance with specified and guaranteed performance can be demonstrated. The DistrictEngineer shall be permitted to witness the retest and shall be given 7 days notice of intent of the manufacturer to retest. 6. No equipment shall be shipped until the District has approved all test reports. C. Installation Instructions 1. The VFD manufacturer shall provide written instructions for proper drive and accessory component installation. 2. Arrange storage in a manner to provide easy access for inspection. D. Store all equipment in covered storage off the ground. E. Store all electrical and electronic equipment, control panels, and like equipment and materials in heated buildings which have a concrete or wooden floor, a roof, and fully closed walls on all sides. Protect electrical and electronic equipment from contamination by dust, dirt, and moisture. Energize space heaters to temporary power during storage and construction. Maintain humidity at levels recommended by manufacturer for electric and electronic equipment. PART 2 - PRODUCTS 2.01 PROCESS SYSTEM DESIGN AND PERFORMANCE A. The MFEM shall furnish constant torque variable frequency drive units, AC pulse width modulated (PWM) inverter type, 460 volts, sine coded with carrier frequency adjustment, multi-converter 6 pulse arrangement with phase shifting transformer for harmonics attenuation, 3-phase, 60 Hertz input with output suitable for and coordinated with the driven equipment furnished. Controls shall be furnished as specified herein and as shown on the Procurement Drawings. B. Prototypes or newly introduced drive unit models are not acceptable. C. The drive shall be capable of operating under any combination of the following conditions without mechanical or electrical damage. 1. Ambient temperature 0 to 40 "C. 2. For indoor locations, the VFDs shall be housed in NEMA 1, filtered, free- standing, floor-mounted cabinets. Conduit and cable entrances shall be from the top. 2. For outdoor locations, the VFDs shall be housed in NEMA 3R (minimum) enclosures, filtered, ventilated, free-standing, floor mounted cabinets. Conduit and cable entrances shall be from the bottom. 3. All VFD control panels shall be listed in accordance with UL 508 - Control Equipment. B. Drive System Requirements 1. Drive input will be 480-volt, three-phase, 60-Hz supply that is within f10 percent of nominal line voltage. Drive shall convert the input power to an adjustable frequency and voltage output. Output frequency and voltage of the dnve shall be adjustable to maintain a constant VMz ratio throughout the operating range. 2. The rectifier stage shall convert fixed-voltage, fixed-frequency, AC line power to fixed-DC voltage. The input power section shall utilize an input line reactor and a full wave bridge design incorporating diode rectifiers. Designs that incorporate silicon controlled rectifiers (SCRs) will not be allowed. 3. DC bus voltage shall be filtered. 4. Rectifier shall be insensitive to the phase rotation of the AC line and shall not cause a displacement power factor of less than 0.95 lagging under any speed or load condition. 5. The inverter shall change fixed DC voltage to variable frequency, variable AC voltage. The inverter section shall utilize Gate Turn-Off Thyristor power devices or transistors as required by the current rating of the motor. The drive shall be capable of operating into an open circuit without damage in order to facilitate startup/maintenance. 6. The drive efficiency shall be 98 percent at full speed, full load; exclusive of auxiliary loads. Drive shall be factory set for manual reset after the first protective circuit trip for a malfunction (overcurrent, undervoltage, overvoltage or overtemperature) or an interruption of power.
