HomeMy WebLinkAbout2007-06-06; Agricultural Conversion Mitigation Fee Committee Ad Hoc; ; REPORT ON AGRICULTURAL MITIGATION CONVERSION FEE - CURRENT BALANCE AND PROJECTIONI ' ( \ June 6, 2007 To: Agricultural Conversion Mitigation Fee Ad Hoc Citizens Advisory Committee From: Scott Donnell, Senior Planner REPORT ON AGRICULTURAL MITIGATION CONVERSION FEE -CURRENT BALANCE AND PROJECTION At the Committee's last meeting of April 27, 2007, the Committee requested staff provide the current conversion fee balance as well as a projection of fees that the City will collect. In response to the first request, the attached table provides current balance information, based on City Council funding approvals and recent Committee action. The information is current as of May 24, 2007. Further, the City's Finance Department reports that in the current fiscal year (July 1, 2006 to June 30, 2007), the City has collected $38,100 in conversion fees. With regards to the more than $3,000,000 in project funding recommended for approval by the Committee in November 2006 and approved by the City Council this year, city staff has mailed formal notification letters to those applicants awarded funds. These letters include an agreement that must be signed by the applicants before funds are disbursed. So far, only the Flower Fields projects (CB Ranch Enterprises) have submitted the required agreements. The second Committee request regards projecting available funds from conversion fees. The City's Finance Department does not project potential funds for the conversion fees. However, it is possible to estimate the amount of conversion fees still to be paid. The City estimates that fees have been paid on nearly 750 acres and remain to be paid on 221 acres. Based on the current fee amount ($10,000 per acre, which is the maximum fee that can be collected), that equates to potential additional fees of $2,210,000. If the fees collected over an eight year period (June 1998 through the end of 2005) are totaled and divided by the number of years, the result is an average of $261,000 in fees collected each year. As remaining available land continues to shrink, staff anticipates that fee collection per year in the future will be less robust than the average r;ioted above. Furthermore, it is likely that fees will not be collected on all available acreage due to habitat constraints and the desirability to keep some property in open space. Attached is a map that shows properties for which fees have been and have yet to be collected.
