HomeMy WebLinkAbout2011-11-07; Agricultural Conversion Mitigation Fee Committee Ad Hoc; ; Awarded Grant Project (AGP) 06-10 - Carlsbad Beach NourishmentAgenda Item #6 CITY OF CARLSBAD AGRICULTURAL CONVERSION MITIGATION FEE AD HOC CITIZENS ADVISORY COMMITTEE (ACMF COMMITTEE) Subject: Awarded Grant Project (AGP) 06-10 - Carlsbad Beach Nourishment Meeting Date: Nov. 7, 2011 In February 2007, the City Council awarded $1.5 million to AGP 06-10 – Carlsbad Beach Nourishment. The funds awarded to AGP 06-10 are to be used to re-nourish two beach sites along the Carlsbad coastline with sand dredged from offshore sources. Subsequent to the City Council’s action in February 2007, SANDAG began developing a program titled Regional Beach Sand Project II (regional project), which will re-nourish nine regional beaches with sand dredged from offshore sources. Two of the nine regional beaches are the exact same beaches that are part of AGP 06-10. The regional project will accomplish the same objective as AGP 06-10; therefore, on Nov. 6, 2007, the City Council adopted Resolution 2007- 288 (Exhibit 6.1) adding SANDAG as a regional partner to AGP 06-10. By partnering with SANDAG on the regional project, the cost to implement AGP 06-10 (as part of the regional project) is now less than estimated in 2007 when the $1.5 million ACMF grant was awarded. As detailed in the attached memorandum (Exhibit 6.2), the city’s contribution to help fund the regional project is $730,587, which the City Council has authorized to be paid with the ACMF funds previously awarded to AGP 06-10. After the completion of the regional project, with City Council approval, the remaining ACMF grant fund ($769,413) for AGP 06-10 can be returned to the ACMF account and used for future ACMF projects.
