Subject: Committee Review and Discussion of Grant Applications Submitted
for Funding Consideration
Meeting Date: June 25, 2013
At the February 26, 2013 City Council meeting the Council authorized the Committee to
solicit, evaluate and provide recommendations on grant requests to award the
remaining/available funding within the Agricultural Conversion Mitigation Fee fund. The
solicitation of grant applications was well-advertised with announcements provided via local
newspaper, the City’s website, direct mailings, e-mail notification and fliers.
During the solicitation period, the City accepted six applications from three different
applicants. The total amount of ACMF grant funding requested from the six submittals is
$1,214,775. Exhibit 5.1 provides summary list of applications received. Copies of the
applications have been distributed to Committee members and are on file and available for
public review at the City’s Community and Economic Development Department located at
1635 Faraday Avenue, Carlsbad CA 92008.
Whereas $511,668.53 is currently available within the ACMF fund to support eligible
projects, the ACMF Committee may recommend that the City Council reprogram $615,940
in ACMF funds from AGP 06-10—Carlsbad Beach Nourishment and also make those funds
available to eligible projects submitted for consideration during the 2013 grant solicitation
period (see report for Agenda Item #4). Reprogramming unused portions of funding from
AGP 06-10 would augment the available fund balance to $1,127,608.53. If the Committee
recommends reprogramming of unused funds from AGP 06-10, it may also recommend
funding grants received during the 2013 grant solicitation period up to that amount.
Whereas $1,127,608.53 could be made available, grantees have requested a total of
$87,166.47 more than that amount.
The City Council, at its January 20, 2009 City Council meeting approved revisions to the
approved method of carrying out the Committee’s directive. This document establishes the
method for which the Committee must consider and evaluate the projects submitted for
grant consideration and is provided as Exhibit 5.2. The Committee is encouraged to review
the grant applications received during the 2013 grant solicitation period pursuant to the
approved method.
