Request for CTBID support of Carlsbad

RECOMMENDED ACTION:
1. Receive presentation and consider request from In Motion Events.
2. If request is funded, adopt Resolution No. 2007-6 appropriating an amount to be determined
from the CTBID fund contingency account.
ITEM EXPLANATION:
The CTBID provides an opportunity for citizens and organizations to have an item placed on the
CTBID Board Agenda by submitting a letter to the Board Chair. Attached is a letter (Exhibit 1) from
Lynn Flanagan, In Motion Events CEO, who has requested that the CTBID Board consider her
request for funding in the amount of $10,000 for the Carlsbad Marathon. The money would be
used to implement a web based advertising program and additional print advertising for the
Carlsbad Marathon.
The Carlsbad Marathon takes place in Carlsbad every January and is produced by In Motion
Events, a for-profit corporation. They are required to obtain a special event permit from the City of
Carlsbad and pay for all city services related to the event.
FISCAL IMPACT:
In Motion Events is requesting funding in the amount of $10,000. If approved this money would be
appropriated from the CTBID contingency budget which has a current balance of $150,000.
ENVIRONMENTAL IMPACT:
This action does not approve any projects that will have a physical adverse affect on the
environment so it falls within the general rule under CEQA that this is not a project (CEQA
Regulation 153789(b)).

Dear April,
Each January, my company produces the annual Carlsbad Marathon which brings over ten
thousand runners and talkers to the beautiful village of Carlsbad. These people fill area hotels
and restaurants; enjoy the many attractions of the area and many of them return to Carlsbad at a
later date for their vacations.
At a recent meeting I had with City Manager Ray Patchette, he suggested that Carlsbad Marathon
should be a candidate for some funding from CTBID and he asked that I contact Cheryl Gerhardt
regarding this matter. Cheryl in turn suggested that I put the request in writing to you, the CTBID
Chair, so that it could be put on a future CTBID meeting agenda.
In spite of the fact that we are competing with other nationally recognized marathons with very
large budgets, we manage to attract a significant number of people with few marketing dollars.
We use our limited resources carefully, relying heavily on our own reputation and word-of-mouth
recommendations from satisfied participants.
We know that the community benefits greatly from our event in many ways:
By improving the physical and mental health of the thousands of Carlsbad citizens who
train for and complete the Marathon or Half Marathon
By assisting our Charities in Motion non-profit members in using the event to raise over
$200,000 last year (See attached list of charities)
By filling hundreds of hotel rooms and dozens of restaurants over race weekend
By helping to attract qualified employees to jobs in Carlsbad
We also know that we could do more if we had a larger marketing budget and for that we are
seeking your help. A grant of $10,000 would enable us to implement a web based advertising
program geared at runners/walkers who travel to events. It would also allow us to purchase
several ads in one of the most popular national print running publications. These two programs
will enable us to increase the number of participants and this in turn will increase the tax dollars
to the City and to CTBID.
We currently maintain a travel section on the Carlsbad Marathon web site, we include a travel
section in our Enews letter that goes out to over 10,000 active, affluent runners and walkers and
we send email blasts to participants encouraging them to make their Carlsbad hotel reservations
early. We will, of course, continue to do this and anything else we can do to promote the City of
Carlsbad in everything we do.

Until a few years ago, we received some funding from the Carlsbad Visitors Bureau but they
discontinued their support when "their funding from the City was cut." We produce this event on
a shoe string budget and a grant from CTBID would go a long way in helping us make the event
an even bigger boon for Carlsbad.

request serious consideration. Your assistance in this matter is greatly appreciated.
