RECOMMENDED ACTION:
1. Review and consider funding CTBID grant applications from Carisbad Music Festival and
the Multiple Sclerosis Society.
2. Adopt Resolution No. 2015-1 allocating amounts to be determined to the Carisbad Music
Festival and the Mulitiple Sclerosis Society.
ITEM EXPLANATION:
In 2008, the CTBID board approved the guidelines to establish a formal grant program. The
objectives ofthe grant program are to:
Fund projects or events that are going to increase the overnight stays in hotels;
Encourage the development of innovative tourism products;
Promote collaboration within and across sectors of the tourism industry;
Reach important travel segments such as multicultural, family and senior markets;
Strengthen the marketing capacity of our partnering organizations; and
Combine the resources ofthe CTBID and its tourism partners to leverage their collective
marketing efforts.
The CTBID Board appropriated $50,000 in their 2014-15 budget to fund these grants. As part of
their contract with the CTBID, the VisitCarisbad Board reviews the applications and makes
funding recommendations to the CTBID Board. The VisitCarlsbad Board reviews the requests
based on the following:
Overall program promotes overnight stays in hotels
Program included a "hotel tie in" (ie special rate or package)
Compelling nature of the project and its potential image impact for the region
Strength of marketing and public relations plan, including partnerships
Likelihood that the project will receive publicity outside the San Diego Market
Time of year that the event occurs
As a result of their review and evaluation, the VisitCarisbad Board, to date, has recommended,
and the CTBID Board has approved, funding for four of the requests for a total of $40,000. The
table in Exhibit 2 summarizes prior funding of CTBID grants. Two applications have been
recently received from the Carisbad Music Festival Walk for $10,000 and the Multiple Sclerosis
Society for their Bike MS event for $10,000. The VisitCarlsbad Board reviewed these
applications and met with applicants and is recommending $10,000 in funding for the MS
Society Bike MS event grant. Both of the applications are included in the exhibits.
FISCAL IMPACT:
The CTBID 2014-15 Budget contains an appropriation of $50,000 for CTBID Grants of which
$10,000 is still available. No further appropriation is required.
ENVIRONMENTAL IMPACT:
This action does not approve any projects that will have a physical adverse affect on the
environment so it falls within the general rule under CEQA that this is not a project (CEQA
Regulation 153789(b)).

^ WHEREAS, on March 18,2008, the Board the Carlsbad Tourism Business
g Improvement District (CTBID) established a grant program to fund programs'and activities that

g WHEREAS, five organizations submitted applications for 2014-15 CTBID grant fiands
g in July 2014; and
JQ WHEREAS, the VisitCarlsbad Board reviewed the applications and made funding

Describe your program:
Carlsbad Music Festival's first event of this summer will be its third annual Free Village Music
Walk, featuring dozens of musicians performing over 50 sets during a 6 hour celebration of
adventurous music. An extension of the August Carlsbad Music Festival, the Village Walk is an
admission-free, community event featuring music performed in outdoor and indoor spaces
throughout the historic Village of Carlsbad. The wide variety of performance venues will range
from public parks and art galleries, to local music stores and even a 19th century chapel. Drawing
annual crowds of over 3500 community members and cultural tourists, the Village Walk runs
from 4-10pm with 20-minute sets starting every half hour. With over 50 performances to choose
from, a Village Walk attendee can create their own concert journey through the Village. Some of
the adventurous musicians scheduled to appear at this year's event include the jazz meets
chamber music of Nathan Hubbard Quartet, contemporary cello of Jennifer Bewerse,
cinematic folk rock of Trouble in the Wind, and tradition Persian music of Kourosh Taghavi.
Carlsbad Music Festival is a 501(c)(3) organization that aims to engage and inspire local,
national, and international communities of composers, performers, creators, and concert-goers
through world-class performances of adventurous music. CMF is committed to premiering new
works, programming fresh, compelling music, and providing professional opportunities for
established and emerging performers. Founded in 2004 by Matt McBane, CMF strives to enhance
Carlsbad, Califomia as a cultural center; engaging diverse audiences and providing wide
accessibility by integrating events within community spaces. Now in its twelfth season, CMF has
achieved a level of artistic integrity and vision that has been praised as "one ofthe area's most
innovative music showcases" (KPBS, San Diego's NPR affiliate), "phenomenal" (San Diego
Union-Tribune), "a starry array of new music specialists" (Alex Ross, The Rest is Noise), and
"magnificently enlightening" (Los Angeles Times). In 2010, CMF won ASCAP's Award for
Adventurous Programming.
How will the program benefit Carlsbad tourism?
The Carlsbad Music Festival's Free Village Music Walk will benefit Carlsbad tourism both
directly and indirectly: directly through the tourists who travel to Carisbad for the event, and
indirectly through the enhancement of Carlsbad's reputation as a cultural destination and through
subsequent visits to Carlsbad by Carisbad Music Festival event attendees. The Carlsbad Music
Festival's strong and growing national reputation increases the number of people who travel to
Carlsbad for these cultural community events, and the extensive press coverage of them builds
the awareness of Carlsbad as a cultural destination.
This year, 4000 people are projected to attend the Free Village Music Walk, and half or more of
them are projected to attend from outside of Carlsbad. These attendees include both "local
tourists" (from San Diego County) and those who travel to Carisbad from outside the county. All
of the attendees are projected to spend money at local Carlsbad Village businesses; including
restaurants, retailers, and bars. Also, the majority of attendees traveling from outside of San
Diego County are projected to stay in hotels. The funds from the BID grant wil! help us increase
our promotion of the Village Music Walk as a destination event, which will increase the number
of overnight hotel stays. The Festival wili promote the events as a great "staycation" option for
South County residents, encouraging attendees to stay in a Carlsbad hotel the weekend ofthe
Village Walk. A hotel stay wil! alleviate having to drive home late at night after the event has
ended, and will allow a visitor to take full advantage of the Village's many charms.
The Carlsbad Music Festival's established reputation has helped build awareness of Carlsbad as a
destination in general and, more specifically, as a cultural destination. This awareness has grown
through regular press articles found in the Los Angeles Times, The New Yorker critic Alex Ross'
(the most prominent national classical music critic) blog and a variety of national music blogs
each year, in addition to extensive local press coverage in the Union Tribune, City Beat, The
Reader, Carlsbad Magazine, San Diego Magazine and on KPBS. This remarkable level of press
coverage, combined with the Festival's advertising campaign, not only has the direct effect of
driving tourism for the Village Music Walk weekend itself, but can also help inspire a tourist to
make a future visit to Carisbad. The funds from the BID grant will go towards increased
advertising and press efforts to increase tourism during the Village Music Walk and beyond.

The Carlsbad Music Festival has been in operation for 12 continuous years, producing its annual
3-day Festival in September (moving to August this season) and, for the past 3 years, a Village
Music Walk in June. All of these events have taken place entirely in the Village of Carlsbad and
enjoyed broad community support. In 2014, the Festival drew 4000 people and the Village Music
Walk drew 3500 people. The CMF has well-established experience in all aspects of producing
these events; including marketing, public relations, curation, partnering with local businesses and
venues, event staffing and logistics, and fiindraising.

The National Multiple Sclerosis Society hosts an annual Bike IVIS two day cycling event where over
2,100 participants cycle to the finish line located in the City of Carlsbad. Bike MS event helps raise
over $2.3 million in revenue for the National Multiple Sclerosis Society which helps individuals
and families affected by multiple sclerosis and to find the cause and cure for multiple sclerosis.
How will the program benefit Carlsbad tourism?
Every year Bike MS recruits over 2.500 participants, family, friends and spectators to our local
Carlsbad area rallying behind and supporting participants for the cause - which in turn, helps boost the city's
economy through hotel accommodations, restaurant/food revenue and local shopping revenue: all of which
Impacts the economic structure for local business in revenue. Last year Bike MS helped raise over
$200.000 in citv wide generated revenue for both the citv and local business. The event brings several
Fortune 500 companies like Sony, Hansen's Natural, KTLA, FOX 5. Wells Fargo. BJ's Restaurants,
Disneyland. FedEx. Kind Healthy Snacks. Verizon, and many, many more to the area thus showcasing
Carlsbad as a great citv for future planned visits.

More than 70% of our participants who participate in Bike MS live outside the San Diego
Coimty territory and come back year after year because their experience is top notch.
Eighty eight percent of last year's riders stated that Bike MS is MORE enjoyable than
other rides they participate in! Sixty percent of Bike MS participants earn more than
$75,000/year.

If funded, we'd like to expand our online marketing presence. We are currently working with
a social media company to increase awareness about Bike MS to build a facebook following
but we would like to expand advertising into Facebook and other online advertising to
expand awareness and recruitment for the event. The company will help us to determine the
best and most effective strategy for use of funds if awarded in this arena.

I am wdting on behalf of the National Multiple Sclerosis Society to request a $10,000 grant for Bike MS.
Bike MS Is a two day cycling event from Iryine to San Diego with an overnight celebration at the Sheraton
Carlsbad Resort and Spa. The event has been voted "Best Of by the readers of Competitor Magazine seven times.
This past year, over 2100 participants registered for the event raising over $2.3 million. Each year, Bike MS drives
nearly $200,000 In hotel revenue In the City of Carlsbad. This past year, Bike MS generated the following revenue:
Sheraton Carlsbad Resort & Spa: $141,440
Carlsbad Hotels In room blocks: $37,327
In addition, to the revenue listed above, many participants stay In hotels outside ofthe official room blocks adding
to the revenue total. Revenue is generated throughout the city of Carlsbad at restaurants for team dinners,
supplies purchased for the event and from participants at local bike shops. In addition to this type of revenue, Bike
MS contracts for police services and the Pacific Rim Elementary School.

Multiple sclerosis is an unpredictable neurological disease that affects 51,500 people In our area alone. More women
than men are diagnosed, typically in the prime-of-life years (ages 20-50). MS can cause blurred vision, loss of
balance, poor coordination, slurred speech, numbness, extreme fatigue and even paralysis and blindness. MS is
the most common neurological disease leading to disability In young adults.
Our programs and services are designed to help people and families affected by MS move their lives forward. Some
ofthe programs and sen/ices we provide include: Information and referral, newly diagnosed seminars,
counseling, emergency financial assistance, respite care, wellness education and specialized exercise courses.
Our Research efforts toward tlie cure Include funding over $50 million annually In MS research projects. Locally we are
supporting $4 million worth of research atUCI, UCSD, The Burnham Institute and Scripps Research institute. We
are the largest non-profit funder of MS research in the world.
