RECOMMENDED ACTION:
Election of Vice-Chair of the
Carlsbad Tourism Business
Improvement District (CTBID)

COUNSEL
Adopt Resolution 2018-1 approving the Board's nomination and election of a Vice-Chair to the
Carlsbad Tourism Business Improvement District (CTBID) Board.
ITEM EXPLANATION:
At its May 21, 2016 Board meeting, the CTBID Board elected Hector Becerra as Vice-Chair of the
CTBID Board for a two-year term. Mr. Becerra resigned his position on the Board in August 2017
so the Board needs to elect a Board member to the Vice-Chair position for a two-year term. A
suggested process for electing officers is attached at Exhibit 1.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
This action does not qualify as a project under the California Environment Quality Act ("CEQA")
and will not have a physical adverse effect on the environment. (CEQA Regulation 15378(b).

RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD TOURISM BUSINESS IMPROVEMENT DISTRICT,
ELECTING ITS BOARD VICE-CHAIR
EXHIBIT 2
WHEREAS, The City Council of the City of Carlsbad adopted Ordinance No. NS-778
enacting Chapter 3 .3 7 of the Carlsbad Municipal Code on November 15, 2005 thereby creating
the Carlsbad Tourism Business Improvement District (CTBID);
WHEREAS, at its May 21, 2016 meeting, the CTBID Board elected its Vice-Chair; and
WHEREAS, the elected Vice-Chair resigned his position on the Board, so a new Vice-
Chair needs to be elected; and
WHEREAS, the Board conducted an election of officers at its May 25, 2016 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Golf Lodging Business Improvement District, as follows:
