RECOMMENDED ACTION:
Staff is recommending that the City Council ADOPT Ordinance No. MS-/&S
adopting the 1990 Edition of the National Electric Code by reference and
increasing the electrical permit issuance fee.
ITEM EXPLANATION
State law requires the City to adopt the building standards adopted by the
State Department of Housing and Community Development which are
substantially the same as the requirements contained in the most recent edition
of the National Electric Code of the National Fire Protection Association (Health
and Safety Code Section 17922(a)(5)). The City may modify those standards
to meet local conditions as are reasonably necessary because of local climactic,
geographical, or topographical conditions. (Health and Safety Code Section
17958.5(a).) As done previously, this ordinance will amend the standard
published code in certain respects as a result of local conditions.
After conducting a survey it has been found that the electrical fees for the City
of Carlsbad are generally in conformance with the other jurisdictions. Electrical
fees have not been changed, but the fee for issuance of an electrical permit has
been increased for the jurisdictions surveyed. The City of Carlsbad presently
charges $5.00 for issuance of an electrical permit. The cost of issuing an
electrical permit has been set at $5.00 since the late 1970's. With the rising
inflation the current fee of $5.00 does not cover the costs related with issuing
the permit, therefore, the Building Department is requesting the fee for
electrical permit issuance be raised to $10.00.
FISCAL IMPACT
The fiscal impact to the City is dependent upon the number of electrical permits
issued in any given year. In Fiscal Year 1990-91 the total estimated electrical
permits issued, at $5.00 per permit, will be approximately 870, resulting in
revenues totaling approximately $4,350. The fiscal impact for 870 electrical
permits at $10.00 per permit would total $8,700 representing a 50% increase
in electrical permit revenues. The increase in revenues will be utilized to offset
administrative costs associated with the issuance of electrical permits.

CALIFORNIA, AMENDING TITLE 18, CHAPTER 18.1 2 TO ADOPl
REFERENCE THE NATIONAL ELECTRICAL CODE (1990 EDITION).
The City Council of the City of Carlsbad does ordain as follows:
SECTION 1 : That Title 18, Chapter 18.1 2 of the Carlsbad Municipal Cc
