A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL THE DENIAL OF A REQUEST FOR CHANGE OF

2. That commercial toning is inappropriate for this particular site. No justification has been submitted for a need for a facility of the magnitude indicated. Other more appropriate uses such as multiple residential should be pursued for the subject property.

1. The Specific Plan does not conform to the adopted General Plan.
2. The denial of the Chanae of Zone precludes consideration
of tfie Speciftc Plan. The study prepared by Lampman and Associates does indicate that a neighborfiood facl’lity may be appropriate for the area. The existl’ng terrain and c-iiculati’on .makes the subject property the least suitable for a neighborfiood comeriial facility.
