Action 4-7-70 Agenda Bill #lo6 approved as amended and the Council adopted as a resolutionra statement of policy that the City of Carlsbad seeks to retain Lake Calaveras area as a public park. The mayor requested the City Planner to explore the possibility of use of FQderal Funds for open space and park planning and report back to the City Council. -2- .. *- MEMORANDUM March 3, 1970 ---------- TO : Carl sbad City Council FROM: The Park and Recreation Commission SUBJECT: Lake Calavera The Park and Recreation Commission has been serving as a committee of the whole, together with a representative from the Planning Commission and from the City Council, to develop a park element that will include recommendations on Lake Calavera. Since the park element is not complete, and since the public has asked what our recommendations are regarding the Lake, the Commission is submitting this report without further delay. 1. Lake Calavera has long been considered by both commissions and citizens as a potential city park. 2. The Calavera Lake area has been designated as highly suitable for a regional park in the . opinion of the San Diego Regional Planning Commission. 3. The City Master Plan indicates Lake Calavera as a park area and has continued to be so in- dicated in all projections by the City Planning Department . 4. When one thousand citizens petitioned the Council to buy Hosp Grove, they were told that we already have 250 acres at Lake Calavera. 5. The total area of Lake Calavera represents only one half of the amount of park land recommended in the Master Plan. 6. At a time when communities are striving to ac- quire public land, it is inconceivable that Carlsbad should decide to sell. 7. A fresh water lake in Southern California is a rarity. It is as unique as Buena Vista Lagoon and should be preserved. 8. Open space, parks, landscaping, and recreation are finally being recognized by other cities as good economy. I. . .. Memo: City Co :il b- March 3,, 1970 The committee believes that a professional planning firm, one speciaTizing in park design, should master plan Lake Calavera as a municipal recreation facility. The study should consider ways of producing reverue, sources of financ- ing, and the feasibility of developing facilities such as a municipal golf course, a primitive campground for youth, picnic areas, hiking trails, boating and fishing. A recent issue of The National Par.k and Recreation Maga- zine states "A broad commitment and concern on the part of allAmericans can do much to allay the ravages of the environ- ment that all communities are experiencing". Let Carlsbad be one of the progressive, farsighted, and enlightened communities that is saving and enhacing instead of destroying our natural environment. A concern for our environment has finally become a national goal. Let Carlsbad contribute to this goal. The Park and Recreation Commission strong urges that the Carlsbad City Council publicly reaffirm that Lake Calavera will be saved for a public park.
