Statement of the Matter
Letter dated June 10, 1970, from Henry Mayers Investments, Inc., in
regards to th~ development of a Lutheran Church, School and Parsonag•,
and requesting that a policy statement be made by the City Council
as to the funding.of the eitensiorr of Elm Avenue.

City Manager's Recommendation
It is my understanding prior improvements on Elm Avenue.have oeen doner
under g~s tax funding~ and some policy statement must be made as to
~ts future development for both individual lot development and iubdivi-
sion development~ This particular instance we are depriving the
developer from the use of Elm Avenue by requesting him to give up his
access rt ghts. I wou 1 d think this, would have some beari na on the
attitude of the city in their contribution toward the imprqvement of Elm Avenue.
Council.Action
. 6-16-70 A policy was established th~t the property owner would not be
assessed for any improvements on Elm Ave., unless a request
is made for access onto Elm Avenue, the property is subdivided
or a lot split granted.

as adopted on 9th June 1970. Southeasterly Corner
of Elm Avenue and Valley Street.

The Conditional Use Permit for the development of a Lutheran Church,School and
Parsonage was approved last night at the Planning Commission. The applicant is in agreement
with all of the conditions.
The proposed development is adjacent to C.ty o~'Ued lan~ for the extension of Elm
Avenue. Before proceeding, we would like to have a definit.:-u-:.<1erstanding as to how the
extension of Elm Avenue will be financed. The City Staff were non-commital on this matter
last night.
We are of the fi:nn opinion this extension would be paid for out of Gas Tax Funds,
as all previous improvements of Elm Avenue westward of Valley Street have been paid for in
this manner. We would very much appreciate a policy statement from you before we proceed.
