SUBJECT: Water System Improvements;
Authorization to retain appraiser
DISCUSSION:
The Water System Improvement Project will require the acquisition
of three reservoir sites and various easements. The owners of many
of the easements have indicated that they will donate the required
right of way to the City. Appraisals will be required for the other
easements and the sites for the reservoirs.
Proposals were solicited from five qualified appraisers, which
have done work in this area, for preparing appraisals of the land to
be acquired.
Joseph M. Williams, MAI, of Escondido, is best able to provide
the services which we require. He is experienced in the area and
can complete the work within the time limit established.
An agreement for consulting services will be required.
Mr. Williams has quoted a maximum fee of $3,700 to provide the
appraisals of the three reservoir sites and supporting easements.
This fee is assuming condemnation will only be required for one site.
If additional condemnation is necessary, he will be required to expand
his reports. This will be included in the agreement as a contingency
item. It will not be expended unless expanded appraisals or appraisals
of easements not originally comtemplated are required.
Adequate funds are budgeted in the Water Systems Improvement
Project Account No. W-5080.
