After presentation to the City employees for coverage by a new
carrier they voted a change. The City will -save, as their share,
$.59 per person.per month.

SMC:': REQUEST TO CHANGE INSURANCE CARRIER
The City employees request the City of Carlsbad change their hospital-
iaation plan from the Prudential I3fe Insurance Company to the Metro-
politan Life Insurance Company, effective 8-1-70.
The plan that Metropolitan presents oilers more benefits for the em-
ployses grid a savings to the City a: appraSmatoly $.59 per person,
per month,
On JuIJ 163, 1970, a general meeting was held at which time the plan
was presented. On the 20th, each employee ran presented a mimeo-
graphed comparison sheet outlining our present pLn and the now pro-
posed,plLn• Raab employee was requested to read throaga it and if
they were in favor to indicate and return the comparison sheet. The
majority of the employees :equest..d that we adopt this new pLn.
This plan affects 13 employees in which their rates would be in-
creased. I personally contacted each of these employees and explained
the reason for the increase. These employees agreed that if this plan
benefits the majority of the employees, they have no objections to the
change.

Gentlemen:
Zast February we were advised by the President of the Carlsbad City Employees
Association, Mr. Harry Walton, that the present group carrier of the city da.
ployees had given notice of a premium increase effective July 1, 19'10. Be-
cause of this increase, the Board of Directors agreed to consider a proposal
from our Company. The Group Proposal was presented to the Board in March.
It was subsequently presented and accepted by the membership in July.
During this time there has been a change in City Managers, so we called on
Mr. Arnold on July 29th to bring ourselves up to date. At this interview we
accepted his suggestion that this bid be placed in the hands of the City
Council fot their consideration, and agreed to be included in the agenda for
the meeting of August 18, 3970.
Since everyone seems to be economy sonscious these days, the fact that our
over-all premium is less, for equal., and in some areas, improved benefits,
will I'm sure, be of interest to all concerned. In addition, from the stand
point of service, the Representatives of Record, Mr. Raymond Coronado, Mr.
Dick Nieves, and myself are all residents of Carlsbad. We will be present
at the City Council meeting of August 18th to ausver my questions you may
have.
I would like to take this means of thwking Mr. Arnold for the time and
patience shown us, taken from a busy schedule of his nev duties es City
Manager of Carlsbad.

SUBJECT: Metropolitan Insurance Coverage
I discussed the City's health and accident insurance with
harry Walton, the Employees' Association President, and
the Metropolitan representat-ive. I asked that they in-
crease the maximum coverage to $30,000, which would cost,
an additional 6t'for each employee.
There are several features of the Metropolitan insurance
which we currently do not have and are probably quite worth-
while. One of these is that mental disability is covered.
Another is that $600 is paid for Caesarean, and $200 for a
miscarriage; 100% in both cases without regard to the $50
eteductible.
Mr. Walton is quite knowledgeable and I find that he has
made an in-depth survey of our insurance needs. I feel
certain that he will be able to answer any question that
may arise from the Council regarding health and accident
insurance.
