City Manager FOR PLANNING DIRECTOR - Statement of the Matter This reclassification from Planning Director to Director of Planning and Special Services and a range adjustment from 41-C($1094/Month) to 49-C ($1330/Month) is necessary in order to provide for the increased administrative duties and responsibilities for this position. ATTEST: EXHIBIT Proposed Classificatioi Salary Range: 49-C CITY OF CARLSBAD DIRECTOR OF PLANNING AND SPECIAL SERVICES Definition This is an administrative and professional class with duties involving planning, organizing, programming, coordinating, directing and participating in the City's planning, zoning, federal and state assisted programs, citizen participation, special services (i .e., redevelop- ment and housing assistance), and related work as required. Duties are performed under administrative direction. E xa mpl es 1. Plans, organizes, directs, coordinates, and participates of Duties in the activities of the Department of Planning and Special Services. 2. Confers with the City Manager concerning departmental policies and programs. 3. Meets with citizen's groups, individuals from other governmental agencies, and private groups in advising on planning and special service programs. 4. Supervises and participates in the preparation of reports and the resentation of data to .the Planning Commission, Environmental Pollution Commission, Central Business District Action Commission, Housing Authority, Community Involvement Committee, and other groups as deemed necessary. 5. Interprets and explains planning programs, improvement programs, and community service programs. 6. Processes and supervises the preparation of federal and state-assisted programs and administers such programs once approved. 7. Advises and cooperates with municipal officials in connection with new or contemplated capital improvements programs. 8. Administers the accounts and budgeting processes of federal or state-assisted programs requiring separate accounting systems from the City's General Fund. 9. Directs the maintenance of maps, records, and informa- tion systems and inventories. 10. Selects, trains, and disciplines department personnel. Employment Standards Graduation from college with major course work in Planning, Public Administration, or related field, with related,progressive graduate work (minimum of 15 units;) Four years of experience in governmental planning work with a minimum of two(2) years in a supervisory capacity. A graduate degree in one of the related fields may be substituted for one year of experience. ORDINANCE NO,, 1129 Ai ORDINANCE OF THE CITY OF CARLSBAD A3lENDING ORDINANCE NO, 112b-A REGARDING FINAL BUDGET FOR FISCAL YEAR 1970-71. The City Council of the City of Carlsbad does ordain as follows: 1. Ordinance No, 1126 is amended to increase the annual salary for the position of Director of Planning and Special Ser- vices by the .sum of $2,124,00, which said increase shall be effec- tive as of November 1, 1970. 2. It is provided that the salary for Director of Planning and Special Services shall be abated to the housing authority salary fund at the rate of 25% of the total salary, for a total amount of $2,997,00. 3. The herein adopted amendments shall be subject to the receipt of H.U.D. funds, and shall be effective only upon receipt thereof and at that point shall be retroactive to November 1, 1970.
