2-2-71 1. Mayor Dunne appointed a committee consisting of Cmn McComas
The City Manager, Bob Watson, Chairman of the Water Committee, and
the City Attorney, to prepare a preliminary report as to zones of
agreement and items for discussion. It was agreed that the
committee submit its report at meeting of March 2, 1971. The
-City Manager was instructed to prepare a letter to CMWD for Mayor s
signature conveying the Council's decision to form a committee for
preliminary study. . ' .
2-2-71 2. The Mayor appointed an Ad Hoc Committee consisting of Councilmen
Jardine.and Lewis to meet with Dr. Harmon and Ralph Palmer from
the School District, for the purpose of exploring.specific items
for discussion, and Agenda, as well as time and place for a joint
meeting of the two governing bodies.

Dear Mayor Dunne:
As a result of the investigation and negotiations that have occurred during
the past years between City of Carlsbad and Carlsbad Municipal Water District
in reference to water service to the customers, citizens and taxpayers of the
City of Carlsbad, the recommendation has been made to the Board of Directors
of Carlsbad Municipal Water District that it would be advisable to investigate
the possibility and feasibility of an operating agreement between City of
Carlsbad and Carlsbad Municipal Water District for the operation of the entire
water system within the Carlsbad Municipal Water District by the Carlsbad
Municipal Water District. Such a procedure would relieve the City of Carlsbad
from any responsibility or obligation of the operation, maintenance and repair
of a water system.
The Board of Directors of Carlsbad Municipal Water District have accepted
this recommendation and have requested that I contact you requesting the co-
operation and assistance of the City of Carlsbad in investigating the possi-
bility and feasibility of such a program.
The basic premise of such a program would be to develop a type of agreement
upon terms and conditions acceptable to both parties and that would preserve
the financial integrity of both parties.
If such an investigation is deemed to be advisable and desired by the City of
Carlsbad, it would be my recommendation that the development of the program
be conducted by a committee of both parties.
I will be most anxious to hear from you in reference to this suggestion.
