Statement of the Matter
2-2-71 A letter has been received from Donald A. Briggs, Jr., stating
that Hillside Drive has no precise alignment through his
property, and he would like a "go-ahead" from the City Council
that it will not be required in the future.
3-2-71 The City Master Plan includes a street connecting existing Hill-
side Drive at Park Drive with existing Hillside Drive near Kelly
Drive. The precise alignment has never been established. The
exact alignment of the street is not crucial and may be designed
as part of the planning of the adjacent lands, subjec.t to basic
design criteria normally applicable to this type of street.

3-2-71 Adopt a motion deferring adoption of a precise alignment for
• Hillside Drive until such time as the adjoining property
owners present a proposed alignment or until the adoption
of the circulation element to the Genera.1 Plan.
Statement of the Matter (continued)
3-2-71 The staff will be happy to work very closely with the planners
of any proposed development in this area, in order to achieve
the optimum balance betiween public and private needs.
A traffic study of this area has been made by Allen M. Voorhees
and Associates, Transportation and Planning Consultants, who
have verified the need for the street.
The staff is currently working on the circulation element to the
General Plan. This will be submitted to the Planning Commission
and City Council for consideration later in the year.

City Manager's Recommendation
2-16-71 A report will be submitted to the City Council from the staff.
3-2-71 Recommend that' Mr. Briggs be informed that the extension of Hill-
side Drive will be required. Precise alignment should be con-
sidered in reviewing either a tentative subdivision map or a P.C
application.
It should be noted that the property is presently zoned R--1-7.5,
not P.C.

2-16-71 The City Council ratified the Staff's Action in deferring
Mr. Brigg's request to the Staff for a report on the alignment of
Hillside Drive and the City Manager was instructed to notify Mr.

Gentlemen:
Hillside Irive has no precise alignment through my property and I would
like a "go-ahead" from the City Council that it will riot be required in
the future.
In planning; my property for a village community it is most undesirable if
not untenable to be bisected by a public street.
Planner lonale Shaffer and Engineer Roy Klema have advised me that a
future Hillside Irive extension passing through my property would be
damaging and quite possibly preclude the development of a village community.
A private street arid pathway system with definite slow speed regulation
is envisioned. All motorcycles and noisy vehicles will not-be permitted.
Walking and bicycling will be encouraged and convenience and safety for
these modes vdll be stressed.
Your early decision to eliminate the possibility of "Hillside I rive going
through my property would be appreciated.
