RESOLUTION NO. 1867
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD RELATIVE TO URBAN PLANNING ASSISTANCE
WHEREAS, the City of Carlsbad desires to provide for a plannin!
'tudy contributing to an overall program for future community de-
relopment, the preservation of community values, the prevention of
*onditions tending to cause urban blight, and the promotion of the
reneral health, safety, and welfare of its citizens; and,
WHEREAS, the California Council on Intergovernmental Relations
lay provide planning assistance for such a program and receive
-inancia1 assistance therefor from the U.S. Department of Housing
!nd Urban Development as authorized by Section 701 of the Housing
Ict of 1954, as amended; now therefore, be it
RESOLVED, that the City Council of the City of Carlsbad hereby
'equests the California Council on Intergovernmental Relations to
>rovide planning assistance to the City , with such financial
Lssistance as may be provided by the U.S. Department of Housing and
lrban Development under authority of Section 701 of the Housing Act
>f 1954, as amended; and that such planning assistance is more
,articularly described in the project description that is attached
iereto and made a part of this resolution as if fully set forth
ierein; and
FURTHER RESOLVED, that the City Council of the City of Carlsba
iereby requests an urban planning assistance grant as authorized,
Thich assistance has an estimated value of $40,000; and
FURTHER RESOLVED, that the City Council of the City of Carlsba
rubject to approval of such planning assistance by the appropriate
;tate and Federal authorities, hereby authorizes:
(fa) use of personnel of the City of Carlsbad for technical
assistance in this project, which assistance has an
estimated value of $20,000;

FURTHER RESOLVED, that the total estimated cost of the City
>f Carlsbad’s project as planned is $60,000; and
FURTHER RESOLVED, that the Mayor of the City of Carlsbad
be, and he hereby is, authorized and empowered to execute in
the name of the City all necessary applications, contracts, and
ngreements to implement and carry out the purposes specified in
this resolution.
PASSED, APPROVED, AND ADOPTED at a meeting of the City Council

RECONNAISSANCE SURVEY REVISION
A. Extension (second year) of Inner City Planning Program.
The first year of the program represents the problem analysis,
and policy program formulation phase; the proposed second year,
represents the action/implementation phase. This "follow-
through" of the current '701' inner-city program is proposed
to implement the policies and programs resulting from this
first-year effort and to fulfill the needs and objectives
articulated (Pg.18) in the adopted Reconnaissance Survey sub-
mitted with the current '701 ' application. This referenced
survey proposed a two-year work program (attached, Pg.20).
The purpose of the proposed program: (1) to provide the
requisite (based on first-year program) means for program
administrating and coordination between the appropriate
governmental agencies mentioned in the currently approved
Circular A-95, and (2) to implement the adopted Housing
Element, inclusive of proposed supplements, resulting from
current planning program.
B. Plan for Community Living Quality
This proposed planning project will focus on the function
of the community serving as habitat - a place to live and
enjoy the amenities which enhance living. Through its
implementation, the plan will provide the Carlsbad community
with the capacity for livability. The plan will hopefully
be an instrument of direction toward the installation of
quality in Carlsbad's living environment.

In order to determine the direction Carlsbad should
progress and evolve, the factors of livability, life style
dynamics, and human values will be probed. From this inquiry,
needs will be identified that will serve as determinants
for the course of community direction and evolutionary
change. The recognition of needs for community living will
necessitate an understanding of: (1) livability in terms of
community ecology, (2) life styles in terms of socio-cultural
values, and (3) community values in terms of attitudes,
perceptions, and attractions with respect to home, neighbor-
hood, and the community environment.
It is incumbent on the purpose of this project to delineate
a requisite information base which will provide for an
understanding and awareness of the community as a habitat.
Subject areas must, first of all, be identified that relate
to community living. The collection and analysis of this
information will be conducted in PHASE I utilizing cognitive-
information-systems and qualitative analytic techniques.
Through the use of this methodology, the tangible and intangi-
ble aspects of community living will be identified, their
interrelationships understood, and their order, based on
their relationship to community values, established.
Specifically, PHASE I will entail a survey of community
attitudes concerning Carlsbad as a place to live. Hopefully,
the true qualitative value of Carlsbad's present and potential
living environment will be unveiled. The survey will provide
information regarding deficiencies in neighborhood improve-

ments including the conditions of streets, drainage facilities,
lighting, recreation opportunities, pedestrsan ways , and etc.
Also, the quality of other amenities in neighborhoods, such
as privacy, conveniences, and aesthetics in terms of neigh-
borhood design, form, and function. Supplementing this
survey, PHASE I will also include a study of natural environ-
mental conditions leading to conservation planning for
environmental quality.
Upon completion of PHASE I, goals and objectives for community
living can be formulated (PHASE 2) and subsequently, policies
and programs established to fulfill the purpose of the plan
(PHASE 3) .)
Goals will be formulated based on the values identified in
PHASE I. The goals will be directed to the value of systems
and functions of community living. The function and purpose
of the community would comprise its role, thus its value to
its inhabitants.
PHASE 2 will supplant the General Plan elements dealing with
goals and the living environment. Its structure will in-
clude a "preamble" or statement of community values and
ethics. Secondly, the goals will serve a purpose similar
to the direction inherent in a "constitutioq", thereby
setting direction of government and community responsibility,
commitment, and conduct. Policies, priorities, and pro-
grams will serve as the temporal mechanisms (PHASE 3)
insuring action and results.
