Statement of the Matter
When the Federal Grant offer was accepted for the enlargement of the
Encina Water Pollution Control Facility, several special conditions were
imposed that require compliance prior to final payment of funds. These
conditions have been interpreted to require the owner agencies to have
prepared a master-plan study and an operations manual. The scope of the
roaster plan study was approved by the Joint Advisory Committee at their
meeting of January 20, 1971.
A proposal to perform the work has been received from Brown and Caldwell,
Consulting Engineers to the Joint System, for the enlargement. The work
will be performed at a maximum total fee of $41,000 for preparation of
the roaster plan study and $8,000 for preparation of the operations manual
Sufficient funds are available in the plant expansion trust account and

Facility
When the Federal grant offer was accepted for the enlargement of the Encina
Water Pollution Control Facility (WPCF), several special conditions were
imposed that require compliance prior to final payment of funds. These
conditions have been interpreted to require the owner agencies to have pre-
pared a master plan study and an operations manual.
RECOMMENDATION: That your Board
1. Approve the preparation of a master sewerage plan study and
operations manual as described in the attached scope of work
proposal.
2. Inform the Vista Sanitation District of your approval of the
proposed work.
Discussion
It will be recalled that the Encina WPCF is presently being enlarged from a
capacity of 4.50 to 6.75 million gallons per day with funds provided by the
San Marcos County Water District and the Federal Government. This construction
project was required as a result of San Marcos becoming a fourth participant in
the Encina regional sewerage system. The Vista Sanitation District is acting
as the contracting party for the joint owners.
At the January 20, 1971, meeting of the Joint Advisory Committee (JAC), a
preliminary draft of the scope of the proposed study and manual was thoroughly
discussed and received tentative approval. Membership of the JAC consists of
two people from each of the owner agencies: The City of Carlsbad, the Vista
Sanitation District, the Buena Sanitation District, and the San Marcos County

Water District. At this meeting the committee asked that the study also
include a review of the administration and governing structure of the
joint system. They requested the proposal be prepared in a final form
submitted to each agency for review prior to the Vista Sanitation District
authorizing the work to proceed.
It is proposed that the study and manual be done by the same consultant
employed to design the additions to the Encina WPCF. The consulting firm
Is Brown and Caldwell and the work is proposed to be accomplished as an amend-
ment to the existing contract.
It is anticipated that up to eighty (80) percent of the cost of the proposed
work will be funded through State and Federal grants. Due to the passage of
the State Clean Water Bond Act the plant expansion is eligible for an eighty
(80) percent grant instead of thirty-three (33) percent financial assistance.
Because of this unexpected savings in use of local funds, the construction
fund can readily finance a portion of the proposed study in the event Federal
officials judge a part of the work program is not eligible for grant monies.
There is a definite need at this time for a comprehensive master plan for the
Regional Encina Sewerage System. The Federal government has requested the
State of California to develop a master sewerage plan for the entire state.
This study will be closely coordinated with all County, State and Federal
agencies so the plan developed can be incorporated into the State plan. It is
also proposed that a firm with special capabilities in the field of formation,
administration, and management of governmental agencies be employed to provide
additional expertise to Brown and Caldwell for the review of existing manage-
it and operation phase of the study.
