The four principals of the company have a combined total of 3? years in the cable TV business. They have been responsible for all phases of the planning, construction, and operation of numerous cable TV systems throughout the United States. Century Cable Communications, Inc., is anxious to submit a proposal pursuant to which it would construct and operate a CATV system in the City of Carlsbad. We respectfully request that the Council adopt an ordinance enabling the grant of a cable TV franchise. As you may be aware, the present rules of the Federal Communications Commission prohibit any cable TV service in Carlsbad unless it is restricted to carriage of the San Diego channels. However, it is possible to get these rules waived after a franchise is granted. Century would industriously pursue such a waiver upon receipt of a franchise. Cable TV benefits the City and its citizens in many ways. It provides added revenue to the City Treasury by means of a tax on the gross receipts of the cable TV company. It eliminates the need for unsightly roof-top antennas, yet it provides a means for television reception service to those who have no utility poles where the utilities have been placed underground. Elimination of roof-top antennas prevents destruction of the asthetic accomplishment of the undergrounding.
