Statement of the Matter
Letter dated April 9, 1971 from J. Dekema, District Engineer for State
Division of Highways, stating they anticipate funds will be made
available later this year for interim traffic signals at the ramp
terminals, and installation should be complete early in 1972. As to
reconstruction of . the interchange it will take longer.

Gentlemen:
We share the concern you stated in your resolution on
the traffic situation at the El Camino Real Interchange
on Route 78. Rest assured that we are moving to
alleviate the situation as rapidly as time and financial
restraints will permit.
We anticipate that sufficient funds will be made
available later this year for interim traffic signals
at the ramp terminals. Hopefully, signal installation
should be complete early in 1972.
Reconstruction of the interchange will take longer.
Before we can proceed with the final redesign of this
interchange, we must give all interested parties an
opportunity to discuss proposed designs at a Design
Public Hearing. Early this week we sent out the required
notices of opportunity for such a hearing. If no
difficulties are encountered, we could probably complete
the contract plans and acquire the necessary right of way
by late 1972.
Many projects to alleviate situations even worse than
El Camino Real are waiting for fund appropriation. Each
year the California Highway Commission selects only the
few high priority projects that available funds will
permit for budgeting. It is our estimate that the
Commission will not be able to budget the El Camino Real
Interchange revision for a number of years.

It is our hope that the interim signal project will at
least mitigate the situation until we can effect
reconstruction. We appreciate your concern and hope
that we have adequately explained the problem we face.
Of course, we stand ready to supply any additional
information at any time.
