Statement of the Matter The Planning Commission heard and approved
subject Tentative Map application on 4/13/71, involving a 10-unit, 11-
Lot condominium in Bristol Cove. The area is zoned Residential-Waterway
and this is an excellent use of such zoning', and the particular area
involved. The exhibits listed below present the complete planning for
this development. Also, the file reflects approval of this planning
by the school district and the Director of Public Health, San Diego.
There was no opposition, either written or verbal, of same.

SUBJECT: STAFF REPORT re Request for Tentative Map Approval
for a 10-Unit, 11-Lot Condominium; to be considered
by the Planning Commission, 4/13/71
APPLICANT: BARTON W. LEFFERDINK
DEVELOPER: BRISTOL DEVELOPMENT COMPANY
REPORT SUBMITTED BY: City Manager, Fire, Building, Engineering and
Planning Departments.
Section I - Technical Report
The applicant desires Tentative Map approval so that he may develop
two(2) combined lots of the Bristol Cove Subdivision into a 10-Unit
11-Lot Condominium-Apartment project.
These lots are located on the East side of Cove Drive, West of the
water channel and adjacent to the Bristol Cove Community Boat Launch-
ing facility.
Four(4) two-story townhouse units would be constructed over twenty(20)
tandem-type parking spaces; the remaining six (6) dwellings would be
composed of two(2) units on each of three stories. Specific parking
spaces would be allocated to each dwelling unit.
The eleventh lot would be owned in common by a home owner's associa-
tion and would contain driveways, walkways, recreation and landscaped
areas.
The proposed condominium represents a project containing eight(8)
fewer dwelling units and twice as many parking spaces per unit than
would be allowed or required in the existing R-W Zone. The proposed
alignment of parking spaces parallel to the street right-of-way is a
definite improvement over existing parking space orientation in the
Bristol Cove area. This will eliminate the necessity of cars backing
into the street.

The proposed three-story structure will fall well within the maximum
45-foot building height requirement of the R-W Zone.
Section II - Recommendations
Staff recommends approval of subject Tentative Map for the following
reasons, subject to the following conditions:
Section III - Reasons
1. The proposed condominium-apartment project will help fill a void
which exists in the Carlsbad housing market.
2. The proposed development will be compatible with the surrounding
neighborhood.
3. Subject condominium is in conformance with the City of Carlsbad's
General Plan and The Housing Element.
Section IV - Conditions
1. That the proposed condominium shall be developed, generally, in
conformance with the Tentative Map, Exhibit "A".
2. That the architecture shall be as shown on the applicant's
rendering, Exhibit "B".
3. That the development of any fence or wall on subject property shall
be in conformance with City ordinances and approved by the Planning
Department to assure compatibility of building materials with the
proposed apartment design.
4. That the areas shown in GREEN on Exhibit "A" shall be developed
with walkways, patios, landscaping, and sprinkler systems, in
conformance with a plan prepared by a registered landscape
architect and approved by the Planning Department.
5. That a central television antenna shall be provided for all units.
6. That documents concerning the maintenance of all common facilities
and building exteriors shall be submitted to the staff for approval
as part of final map submittal.

9. That the applicant shall participate in the development of a future
street light as approved by the City Engineer.

2 WHEREAS, the Carlsbad City Planning Commission did receive on
April 13, 1971 a Tentative Map to Jbaj known as CARLSBAD TRACT NO.
71-1, submitted by BARTON L. LEFFERDINK, owner and BRISTOL DEVELOP-
MENT COMPANY, LTD., Subdlvider, located on two(2) lots of the Brlstt
Cove Subdivision on the East side of Cove Drive, West of the water

2. That the architecture shall be as shown on the applicant's

recommended for approval, subject to the following conditions!
