Council Action 5-18-71 Council affirmed desire of Council to develop Cannon Road as a standard major arterial highway in accordance with the General Plan and directed staff to proceed with the Cannon Road Assessment District, as recommended by City Manager. -2- Statement of the Matter The City has an obligation to improve Cannon Road between El Arbol Drive and a point approximately 600 feet east of 1-5 as a condition of the 1-5 Freeway Agreement with the Division of Highways. An assessment district petition to improve Cannon Road between Carlsbad Boulevard and said point easterly of 1-5 has been executed by Paul Ecke, William Cannon, and the San Diego Gas and Electric Company. The petition has previously been reviewed and accepted by the Council. Since Cannon Road has an interchange connection to the Freeway, it is one of the major entrances to the City. It is designated as a Major Arterial Highway (102' right of way) on the City General Plan. The street, as designated, will have two travel lanes in each direction, separated by a landscaped median. The cross-section is shown schematically on Exhibit 1. The Terramar Association has requested that the width of the right of way in the Terramar area be reduced to eighty feet (see Exhibit 2) . This would, in effect, eliminate the median. The President of the Association has stated that the people are afraid of the possibility of a six lane street and of possible right of way acquisition on the Terramar side of Cannon Road. Neither of these are proposed. Plans are being drawn to acquire all needed right of way from the northerly side of Cannon Road between Carlsbad Boulevard and the easterly end of the Terramar Subdivision. The right of way will .be ac- quired as part of the assessment district. There is no reason to expect that more than four lanes of traffic will ever be needed. We believe that the Terramar residents may not be aware that the only difference between the street proposed in the assessment district and that proposed in their letter is the landscaped median. Since Cannon Road is one of. the main entrances to the City, we feel that it should be as attractive as possible. We cannot believe that the majority of the people of Terramar want to delete an attractive median which will serve them in many ways. Some of these are outlined below. The median will: 1) Act as an attractive barrier between Terramar and the SDG&E property to the north. 2) Provide refuge for autcs turning in and out of Terramar. 3) Serve to discourage jaywalking to the neighborhood park at the northeast corner of Carlsbad Boulevard. As traffic increases, this could become a serious problem without the median. Statement of the Matter (continued) 4) Provide a refuge for pedestrians crossing Cannon Road at El Arbol Drive and Los Robles Drive enroute to the neighborhood park. Some Terramar residents have stated that they would like some landscaping to break up the wide expanse of inert black asphalt. Cannon Road is a major street. A considerable investment will be made in the construction of the public improvements. They should be constructed to standards which will be compatible with the ultimate development of the City. L. Dear Sirs , Several years ago, the City of Carlsbad agreed with the people of the Terramar area, at the time the interchange of Interstate 5 with Cannon Road was planned, as follows, that Cannon Road westerly would be a minimum-width in order to aid us in halting the invasion by outsiders of our home and beach areas. We were assured by the Htate Mr. Toby Thornton that our wishes would be complied with--that the city was primarily concerned with a wider Cannon Road only easterly . Nbw we are informed that the city is about to disregard this agreement. We respectfully demand that Cannon Road from the Railroad tracks westerly be a minimum right-of-way width only, so that the city can comply with the agreement with the State of California.
