'• Council'Action fr-1-71 Resolution No. 1860 approving boundary areas be'tween the City of Carlsbad and the Leucadia Water District was given a first reading by title only and adopted. • - -2- Statement of the Matter The staff has met with LCWD regarding possible resolution of sewer service areas in the vicinity of La Costa. Since La Costa is presently being serviced by LCWD/ it does not appear feasible or practical for the City to consider service to this area. LCWD, through their Resolution No. 349, has taken action to adjust the joint service area boundaries easterly of the middle of Section 26 (see Exhibit 1). Boundary adjustments defining our mutual service area limits westerly of this proposed adjust- ment were previously made by Council Resolution No. 1715 on April 21, 1970. Approval of the proposed boundary adjustment by both agencies will permit planning for development east of El Camino Real to proceed on a rational basis. O RESOLUTION NO. 349 RESOLUTION OF THE BOARD OF DIRECTORS OF LEUCADIA COUNTY WATER DISTRICT APPROVING SERVICE AREA BOUNDARIES BETWEEN THE DISTRICT AND THE CITY OF CARLSBAD IT IS HEREBY RESOLVED by the Board of Directors of Leucadia County Water District as follows: Section 1. Leucadia County Water District has authorized its consulting engineers to prepare the preliminary engineering design for a sewer system to deliver all of the District's sewage to the Encina Water Pollution Control Facility and has authorized its staff to conduct negotia- tions for the purpose of securing permission, terms and conditions to join the Encina facility. Ejection 2. The Encina Joint Advisory Committee has suggested to Leucadia County Water District that it would be desirable to resolve the sewer service area boundaries between Leucadia County Water District and the City of Carlsbad as soon as possible in order to expedite the develop- ment of an agreement to join the Encina facility. To this end, Leucadia County Water District hereby approved the sewer service area boundaries depicted on the map dated May 12, 1971, marked Figure 1 and attached hereto as Exhibit "A". As part of the Leucadia County Water District's master plan to join the Encina facility, future boundary adjustments shall be consistent with the service areas shown on the attached map when the need for service develops.
