ARNOLD TO : CHIEF OF POLICE RALPH W. LAUGHLIN FROM: NO PARKING ON PONTO ROAD SUDJECY: ' With the coming of summer, the Police Department is taking several steps to help cope with the problems caused by the influx of people. One area has become a problem, and we need some additional control to help combat it. .- Ponto Road is a dirt road paralleling Carlsbad Boulevard, and runs tke fulJ.length of the South Carlsbad State Beach. Lately, it has become a police problem for several reasons: litter is being strewed on both sides of the fence on the east side for the full length of the road, and it has become so unsightly that the Carlsbad Anti-Litter League (CALL) is going to pick up litter there on June 28th. also being trampled down by excessive foot traffic. The two fences -- one which separates the traffic lanes and the other on the east side which qeparates Ponto Road from the Boulevard -1 are being'damaged by the p.eople who park on Ponto Road and climb over the fence, bending over the wire and bendifig the rod which supports the top of the fence. Pedestrians run back and forth across the Boulevard, creating a traf- fic hazard to motorists and causing traffic to slow down to keep from; The ice plant is . I. hitting people. .. Since this area has become so popular as a place to camp, our thefts , from 'the campgrounds have increased several fold. .Our major complaints are thefts of clothing, camping equipment, vehicle parts and accessor- ies, and street signs.
