Statement of the Matter
The Planning Commission has reviewed the matter and wishes to
initiate proceedings, that would accelerate California Division
Highways budgeting and phasing of the Carlsbad section of 1-5.

SUBJECT: Freeway Landscaping Program for Carlsbad Portion
of 1-5, between the Buena Vista Lagoon and Palomar
Airport Road
The Planning Commission has recently received a report from
the City staff regarding a meeting held June 9, 1971 with Mr.
Robert Vogel , California State Division of Highways, Landscaping
Division. The purpose of the meeting was to discuss a potential
landscaping program the City could undertake that would augment
Division Highway's plans and programs that are currently underway
The present Division Highway phasing of a landscape program for
Carlsbad would be fiscal year 1974-1975, but efforts by Division
Highway Landscaping personnel would recommend fiscal year 1973-
1974 budgeting and phasing.
It is the Planning Commission's feeling that regardless of
the degree of participation the City of Carlsbad may be willing
to undertake, budgeting and initiation of a landscaping program
as early as possible is desirable and of absolute necessity. If
the freeway is completed in early 1972 as now indicated, there
will be a minimum of two (2) years before a landscaping program
can be instituted. Our concern lies with the fact that during
the interim two-year period, two rainy seasons can start costly
erosion damage, minimum maintenance of interim plantings on the
graded portions within the right of way, will necessitate future
replacement by a final landscaping program. Both erosion and
interim planting is costly not only to the Division Highways but
also to the taxpayer. Additionally, in an effort to retain our
quality and abate the visual discomforts of a newly
freeway, it is our desire to initiate a quality
program as soon as possible. Therefore in an effort
the City's position in seeking earlier budgeting and
Planning Commission wishes your response in this
