Statement of the Matter
«
The South Shores Development Corporation operates the Lanakai Mobile
Home Park on old Hwy 101. in South Carlsbad and, as indicated in their
letter, are desirous of Annexation to Carlsbad.
Inasmuch as this area is inhabited .by more than 12 registered voters
it will be necessary to follow the Inhabited Territory Annexation Act
of 1913.
Section 35108 of the Government Code requires the City Council to refer
the matter to the. Planning Commission for report and recommendation.

SUBJECT: Lanikai Lane Mobile Home Park, 6550 Ponto Drive,
Carlsbad, California
Dear Mayor Dunne-
We are the owners of the above-mentioned mobile home park.
As representative for the land owner. Dr. L. V. Hastings,
we respectfully request that the City of Carlsbad proceed
with the annexation of our park to your City.
We have over the past ten years made several requests to
the City regarding annexation? however, no action was
taken. This does not reflect a lack of interest on the
part of either the City or ourselves. It was only that we
were in an outlying undeveloped area, with no pressing
need for the City to annex us.
I believe that current conditions are such that both the
City and we would benefit from such annexation. Our re-
quest is based on the following information:
1. We are in need of future connection to the
Carlsbad sewer system.
2. We are without proper fire and police protection.
From the City's point of view, annexation would be desir-
able for the following reasons:

1. You have been considerate enough to aid us in
fire and police emergencies, for which you have
not been paid.
20 We have 300 people who use the services of Carlsbad,
such as streets, library, parks, etc., without in-
come to you o
3. Our population count and assessed valuation will
increase your City income.
I have been in contact with members of the staff of various
departments of the City and am confident that they realize
my intent to give you my full cooperation, if you would
like us to be a part of your City, and will guide us in
our action.
