Baldwin, Personnel Director SUBJECT: CLASSIFICATION CHANGE Paul Partain and Chester Backus I have received requests from Mr. Neely, the Water Superintendent, for the reclassification of two of his employees. I have investigated the duties of these two men and find that their present classification one as Water Leadman and the other as Water Pump Operator, do not properly categorize their duties. Case No. 1: Mr. Paul Partain should be classified as Water Maintenance Foreman. -His duties are outlined on the attached Job Description Sheet that, was prepared from a list of cities that I contacted that do like work. I believe that Mr. Partain fits this description since he has far more duties than a Leadman. I recommend that he be given the title of Water Maintenance Foreman. range 32, step B, $837.00 per month effective August 1, 1971. The range for this position is $797.00 - $968.00- He is presently earning $778.00 per month. Case No. 2: Chester Backus is presently classified as Water Pump Operator. In reviewing his job duties, I find that he is not properly classified and should be given the title of Waiver Plant Foreman, as attached to this report. I have investigated with other cities and find that he is doing similar work as that outlined on the job description. In addition, Mr. Neely depends upon him to be in charge when Mr. Neely is absent which means that he has charge of the Water Department field operations as well as Sewer Department Pumps and maintenance. For this reason I am requesting that Mr. Backus be reclassified at range 33, step A, $816.00 per month. The range being $816.00 - $992.00 per month. He is presently earning $816.00 per month so at the inception of the position he would not receive an increase. I propose that this also be made -effective August 1, 1971. Also with this report is a memorandum from Mr. Neely showing a breakdown of operations of the Water Department. SIGNED:! t } A MEMORANDUM July 20, 1971 TO . Mr. Baldwin, Personnel Manager FROM . Mr. Neely, Dater Superintendent SUBJECT: Breakdown of Operations of the I -later Department At the request of Mr. Arnold I am providing you with a break- down on the operations of the Water Department. There are three main operation systems.in the Water Department. Operation lI The Water Plant Operation. The Water Plant Operator's duties include the -following: 1. In my absence he is in charge of the Water Department field operation and the Sewer Department, which employs nine men. 2. He is in charge of operations and maintenance of the water pumps, regulators, reservoirs, the lake, pressure tanks a and patrols lines.that are in easements. 3. He is required to operate the skiploader, dump trucks, fork lift and other pieces of equipment. 4.. He is in charge of three men at all times. 5. He is required to know how to read meters. G. Ile is required to be able to repair water main breaks, repair leaks, install water mains, water services, and meters. 7. He is required to install sewer laterals, adjust manholes, rod sewer laterals and mains, clean wet %tells, and grease. pumps. 8. He is required to be knowledgeable on chlorinating breaks, water lines, and new mains. 9. He is required to keep records of P.H. and chlorides, well soundings, chlorine station readings and pressure zone charts. 10. Inspect new water lines and new setter mains if needed. 11. Picks up and disposes of dead animals on City right-of-ways. -2- 12. Runs flow tests on new lines. 13. Answers complaints about water pressure, dirty water, etc. 14. Keeps an adequate supply of water purification chemicals and other various supplies in stock. 15. Orders parts and materials for pumps, compressors, etc. T6. Locates our water and sewer lines for contractors and public utilities. He also does other jobs as necessary. Our. Water Plant Operator is required to do more than other operators at other water companies or districts. The duties of the two men he replaced was only to take care of the flow of water. The field crew did the rest. I recommend we change his title from Water Plant Opera -tor to Water Plant Foreman. Operation r2 The Field Maintenance Crew The field crew consists of five men, one of which is the 4later He is to perform the following duties: Leadman. required 1. Install and repair water mains and water servi=ces. 2. Keep some records on new water mains. 3. Issue and receive instructions. 4. Operate all equipment which the City owns excepting the fork lift, trucks, street sweeper. (Backhoe, cherry picker, etc.) 5. Install pressure reducing stations. z , 6. Supervisor for 3 or 4 men at all times. 7. Installs and repairs sewer mains and sewer laterals. 8. Rods out sewer mains and laterals. 9. Installs and exchanges meters. 10. Locates our water and sewer lines for contractors and utility companies. * L a'• -3- 11. Repair leaks. 12. Answers complaints such as no water at a residence, pressure problems, etc. I recommend that are change the title of the Leadman to 1•later Maintenance Foreman. O�pera.tion n3 Reading and Repairing Meters There are two men in this operation; one,is a 4later Leadman and hi-s duties include the following: 1. • Read meters. 2. Repair meters. 3. Exchange and install meters. 4. Obtain information for• the 4later Department Bi l l-i ng section. 5. Turn meters off and on as instructed. 6. Repair water leaks, install water mains, if needed.' 7. Flush dead ends. 8. Test check valve assemblies. 9. He has one man under his supervision. .10. Answers complaints. 11. Maintains record systems on meters (loan, construction, si:orage, and residence meters). 12. Requisitions materials for repair parts for meter repair. DISTINGUISHING FEATURES OF 'WORK: Employees of this class are respon- sible for directing and giving technical 'assistance to a group of unskilled, semi -skilled and skilled workers. Independent judgment is involved in the laying out of work details and in making job decisions. Assignments are received from a superior outlining the scope of the work to be performed, and may include specific directions on special assignments. Work is under general supervision, and may be i.n-spec-ted during progress and upon completion for proper performance. ILLUSTRATIVE,EXAMPLES OF WORK: 1. Supervises and assists in excavations, making water taps, in- stalling asbestos cement, cast iron or copper pipe to proper locations and backfilling excavations. 2. Supervises a crew in the installation of water services to new homes and other buildings. 3. Requisitions materials from warehouse for truck; maintains complete record of materials used. 4. Supervises the installation of water meters and pressure regulators, the remuval of meters and the repairing of old water mains and services. , 5. Completes water service orders, giving proper location and size of excavation; makes accurate sketches of field installations for later incorporation in office records. 6. Supervises a crew repairing gate valves, fire hydrants and grater main leaks. 7. Rods out and cleans sewer mains and laterals. 8. Supervises the flushing of water mains from fire hydrants and dead ends; operates a pipe locator to locate underground conduits and services. 9.
