City Manager's Recommendation
1. Ordinance No. 1135, fixing the tax rate for the City, is recommended
for adoption. The $1.95 property tax rate anticipated in the pre-
liminary budget is proposed for adoption.
2. Ordinance No. 1136, fixing the amount of revenue for property taxes,
is recommended for adoption. This is a companion ordinance to No.
1135 setting the property tax rate.
3 Ordinance No. 1137, adopting the final budget for'.fiscal year 1971-72,
is recommended for adoption. This is the third and last step in set-
ting the tax rate and adopting the budget for the fiscal year 1971-72.
The only changes in the preliminary budget heretofore adopted by the
City Council, other than salary and fringe benefits heretofore ap-
proved, are contained in another agenda bill.
Council Action
8-17-71 Ord. #1135, fixing tax rate for the City was read in full and
adopted. Ord. #1136, fixing revenue for property taxes was
read in full and adopted. Ord. #1137, adopting final budget
for fiscal year 1971-72 was read in ful-1 and adopted as amended
Amendments for Ord. #1137 were as follows: (page 2)
City attorney - increased to $18,825.
Streets - increased to $151,775.
Library - .increased to $152,326.

AN ORDINANCE OF THE CITY OF CARLSBAD
SETTING THE TAX RATE FOR FISCAL YEAR
1971-72.
The City Council of the City of Carlsbad does ordain as
follows:
1. For the fiscal year 1971-1972, commencing July 1, 1971,
there is hereby assessed, levied, and ordered collected upon each
$100.00 of assessed value of taxable property within the City of
Carlsbad, taxes in and for the following listed amounts and
purposes:

ORDINANCE NO. 1136
AN ORDINANCE OF THE CITY OF CARLSBAD FIXING
THE AMOUNT OF REVENUE FROM PROPERTY TAXES
NECESSARY TO SUPPORT THE DEPARTMENTS OF THE
CITY OF CARLSBAD AND FIXING THE AMOUNT OF
REVENUE FROM PROPERTY TAXES NECESSARY TO PAY
THE BONDED INDEBTEDNESS OF THE "1962 SEWER
BONDS, SERIES A, B, AND C" AND "1966 LIBRARY
BONDS" FOR THE FISCAL YEAR 1971-72.

The City Council of the City of Carlsbad does ordain as
fol1ows:
SECTION 1. REVENUE REQUIRED FROM PROPERTY TAXES FOR THEi
10 I CITY OF CARLSBAD. The City Council of the City of Carlsbad,
pursuant to Section 51508 of the Government Code of the State of
California, does hereby, by this ordinance, fix the amount of
revenue from property taxes necessary to support its departments
for the fiscal year commencing July 1, 1971, and ending June 30,
1972, to be in the amount of $980,897.00.
SECTION 2. REVENUE REQUIRED FROM PROPERTY TAXES FOR THE
"1962 SEWER BONDS. SERIES A, B, AND C." The City Clerk of the
City of Carlsbad, pursuant to Section 51508 of the Government Code
of the State of California does hereby, by this ordinance, fix the
amount of revenue from property taxes necessary to pay the bonded
indebtedness of the "City of Carlsbad 1962 Sewer Bonds, Series
A, B, and C" for the fiscal year commencing July 1, 1971 and ending
June 30, 1972, to be in the amount of $45,713.00
SECTION 3. REVENUE REQUIRED FROM PROPERTY TAXES FOR THE
"1966 LIBRARY BONDS". The City Council of the City of Carlsbad
pursuant to Section 51508 of the Government Code of the State of
California does hereby, by this ordinance, fix the amount of
revenue from property taxes necessary to pay the bonded indebtednes;
of the "City of Carlsbad 1966 Library Bonds" for the fiscal year
commencing July 1, 1971 and ending June 30, 1972, to be in the
amount of $24,275.00.

I7i 1. That certain document entitled "City of Carlsbad
8; Final Budget - 1971-72", a copy of which is on
9J file in the Office of the City Clerk of the City

10; of Carlsbad, and is by this reference incorporated
11; herein, is hereby adopted as the final budget of
12; the City of Carlsbad for the Fiscal Year 1971-72.
13 2. The City Council may, by Minute motion, transfer
14: funds from Unappropriated General Reserves to
15! expenditure accounts from time to time during the
16 Fiscal Year 1971-72.
17 3. This ordinance shall take effect immediately pursuant
18 to the provisions of Government Code Section 36937(d)
