City Manager's Recommendation
Concur with staff recommendation. The "Constr►iction Maintenanceman" i,s
the position approved by the -City Council in the Pub.lA c Works Department
under the Federal Unemployment Program.- The "Park Maintenance leadman"
and "Tree Trimmer Leadman" were approved as "P.W. Leadmeh" in the Parks
budget -at the same salary range. These class specifications are more
descriptive of the duties and qualifications required for the'two posi-
tions.
Council Action The Council adopted and approved the additional #
9-7-71 positions and salaries recommended by the staff.

CONSTRUCTION MAINTENANCEMAN
Definition Employees in this class perform semi -skilled maint. duties.
This position is distinguished by performance of a variety
of building trade crafts at less than the journeyman level.
Although incumbents of the class may perform at the
journeyman level in one or more crafts, the position
requires only reasonable ability in each of the crafts.
Work is performed under general supervision and includes
maintenance cf a work shop, including its tools and sup-
plies.

PARK MAINTENANCE LEADMAN
Definition Under direction, to supervise a crew of park maintenancemen
in the development and maintenance of several parks; and
to do related work as required. This class differs from
Park Maintenanceman in that it involves supervision of a
crew of such employees. It differs from Park Maintenance
Foreman in that it is responsible for a crew and not city-
wide park maintenance.
Examples 1. Makes assignments; supervises and assists in planting
of Duties and maintaining gardens, cleaning grounds and buildings,
and the repair and maintenance of equipment, picnic
facilities, fences and meters; prunes• trees and shrubs.

4. Determines need for building, janitorial, electrical,
paint and painting machinery, equipment and supplies and

plants, fertilizer, and spray materials. Paints building

5. Plants and sprays trees, sn"rubs and iiowers-; answers
questions to identify trees, shrubs, plants and grasses.
6. Supervises cleaning activities before and after special
events.
7. Installs automatic underground watering systems.
8. Performs a variety of rough carpentry, cement, -brick
laying and plastering work.
Employment Any combination of training and experience equivalent to
Standards ✓completioi of the twelfth grade and two years of experience
in garde ring and groundskeeping work.
Knowledge of proper methods for planting, maintaining and
trimming trees, shrubs, Gardens, lawns, and other decorative
plants; knowledge of modern methods and material in ferti-
lizing and spraying plants; knowledge of the proper use of
hand tools used in building construction work; supervisory
ability; ability to perform routine work in the building
trades, including simple building, electrical and carpentry
reqair work; ability to understand the questions and com-
plaints of employees and the public, to identify plants
and to explain gardening and groundskeeping methods; ability
to prepare simple records and forms; ability to supervise
effectively; and ability to maintain effective relationships
with other employees and the public.

TREE TRIMMER LEADMAN
Definition Under general supervision, to supervise a crew of park
maintenance men in planting, trimming, topping, removing,
and spraying of trees; to perform skilled tree trimming
duties; and to do related work as required.
Examples 1. Supervises, works with, and instructs a crew of park
of Duties maintenance men in the operation of hydraulic aerial units,
gasoline driven chain saws, air or hydraulic saws and
pruners, A -frame equipped trucks, skiploaders, boom and
winch equipped dual axle trucks, chipper and pressurized
spray equipment.
2. Trims trees using hydraulic aerial units, climbs using
safety ropes and saddle, works with pole saws, pole loppers,
hand saws, and chain saws.
3. Clears overhead electrical lines of foliage.
4. Trims smaller trees from the ground, using power and
hand tools.
5. Cables and bolts large trees to prevent -limb breakage.
6. Performs cavity work on large trees.
7. Prepares co0inat�'ons of tree sprays, oils, and stickers,
and operates spray equipment.
8. Maintains all trimming tools, hand tools, saddles, life
lines, spikes, etc., keeping -them in a safe and operational
condition.
Employment Graduation from high school or its equivalent_,, and three
Standards years of experience in tree maintenance work.
Knowledge of the names, needs, and growth characteristics
of trees; knowledge of modern methods and equipment used in
planting, trimming, shaping, topping, cabling, and removing
trees; knowledge of the preparati-on and use of sprays for
tree insect control; ability to operate tools and equipment
used in tree maintenance work; ability to climb trees and
work at'dangerous heights;, ability to move and relocate
large palms seventy-five feet tall and weighing ten to
twenty tons, and have knowledge in the type of equipment
required; knowledge of electrical line clearance and safety -
methods and equipment; ability to supervise effectively;
and ability to maintain effective relationships with other
employees and the public.
Possession of a valid California Class 1 Motor Vehicle
Operator's License.
