STAFF REPORT/MEMORANDUM August 19, 1971 TO: Planning Commission FROM: City Manager SUBJECT: Staff Report regarding a request for Tentative Map Approval for Carlsbad Tract 71-2 APPLICANT: Occidental Petroleum and Sequoia Pacific Report submitted by: City Manager, Building Inspector, Engineering, Fire and Planning Departments Section I - General Discussion Subject tentative map is a portion of the H. B. Development Specific Plan adopted by the City Council and Planning Commission on January 6, 1970. The tentative map proposes six lots on 169 acres located between Interstate-5 and the A. T. & S. F. Railroad right-of-way and extend- ing between the northern and southern boundaries of the H. B. Specific Plan. Included within the tentative map are the properties originally pro- posed as commercial development located between Interstate-5 and the proposed Avenidas Encinas and 2 conditional use permits for mobile home Parks between Avenidas Encinas and the A. T. & S. F. Railroad right-of-way. All property within the proposed tentative map is currently zoned planned community. Proposed lots 1, 5, 6 are planned community mobile home park. Lot 2 is a freeway service facility, lot 3 is a service station commercial cluster, and lot 4 is a community shopping center. Staff recommends that tentative map, Carlsbad Tract 71-2 be approved for the following reasons and subject to the following conditions. Section II - Reasons for Approval 1. The tentative map is in conformance with the H. B. Specific Plan adopted by the City Council on January 6, 1970. 2. The tentative map is in keeping with the adopted General Plan. Staff Report Page Two August 19, 1971 Section III - Conditions of Approval 1. That all improvements be constructed as required by ordinance and the City Engineer. 2. That the alignment of Poinsettia Lane easterly of Avenida Encinas be revised subject to the approval of the City Engineer, as necessary to conform with the alignment of the future bridge 3. Development shall conform with the requirements of the approved specific plan adopted by the City Council on January 6, 1970. 4. Street lights along Poinsettia Lane shall be "Mission Bell" style. 5. Developer shall enter into a standard secured subdivision improve- ment agreement guaranteeing construction of the required public improvement. JACK B. TO CITY COUNCIL OF TENTATIVE MAP OF OCCIDENTAL PETROLEUM AND SEQUOIA PACIFIC WHEREAS, the Carlsbad City Planning Commission did receive on August 24, 1971, a tentative map of Carlsbad Tract 71-2 submitted by OCCIDENTAL PETROLEUM, owner, and SEQUOIA PACIFIC, - developer, located on property between the A. T. & S. F. Railroad right-of-way, in the Ponto area and 1-5 said property being a portion of Sections 28 & 29, Townsh-'p 12 south, Range 4 west, San Bernadino Base and Meridian, in the City of Carlsbad, County of Sari Diego, State of California, also known as Parcels 5, 7, 2, Page 171, Book 214 and Parcel 5, Page 150, Book 214 of the Assessor's Hap of San Diego 'Courrcy. B. DEVELOPMENT, UNIT fl^TRACT #71- WHEREAS, the Planning Commission of the City of Carlsbad on the 24th day of August, 1971, recommended to the City Council that the tentative map of H. B. Development, Unit #1, Tract #71-2 be approved; and WHEREAS, the City Council of the City of Carlsbad on the 21st day of September, 1971, considered the recommendation of the Planning Commission; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, that the City Council does hereby approve said tentative map of H. B. DEVELOPMENT, Unit #1, Tract #71-2, said property being located between the A.T. & S. F.
