The City Manager informed- the Council that- a rough draft of an Agreement between the City and the County of San Diego in regards to 'the leasing of the area by the county, would be considered at the next Parks and Recreation meeting. Gentlemen : As a taxpayer I wish to protest the proposed giveaway of the Calaveras Lake property under the guise of s lease for $1 per year for park purposes. My reasons are as follows: 1. The property is mortgaged to the 1958 and 1960 water bond holders, and possibly to the 1971 bondholders. A lessee could not afford to make sub- stantial permanent imhrovements to mortgaged property. 2, At reported prices of nearby property the city would be giving away some $2,000,000 in assets while the water users are pying ever higher and higher water rates. 3. The city is heavily in debt when direct and indirect general obligation aand revenue bohds are considered. The city should be honest with the citizens and itemize all of these future obligations before embarking on a giveaway 8argely for the benefit of people from other areas. Some of these items of indebtedness include: B'Iunicipal Water District bonds, Netropolitan W-tter District Bonds and unpaid admission charges, County Water District indebtedness, State Water Bonds, School and College Bonds, Hospital Bonds, Library Bonds, City Hall Bonds, Old and recent sewer bonds, Lighting district bonds, 1911 act bonds. etc. $&rg. ow My the prehgtion c't wants is a %?a+ t e fhese mill'on 6onds for wi81"~~e~o~~~yt~e~~~t~~o~~en sed tEe egio vo?ers a1 learn the truth about existing indebtedness. 5. There is considerable doubt as to the benefit such a park would be to the city, and its economy, It would benefit minly people from elsewhere, and the additional cost of police protection and services would be substantial. 6. It ou d seem the water area, for park purposes. 7. If the care being taken of Buena Vista Lagoon is any criterion, one would have little faith in the probale standard of care and improvement of a regional park at Calavera.
