STAFF REPORT regarding a request for a
tentative subdivision map approval of
Loma Laguna, also to be known as Carlsbad
Tract 71-5

Report submitted by: City Manager, Fire, Engineering, Parks &
Recreation, and Planning Departments
General Discussion
Subject tentative subdivision map is located on 21.5 acres
easterly of Kelly Drive, southerly of El Camino Real, and
northerly of Park Drive.
The subject property will be developed as a conventional
R-l-7,500, 70 lot subdivision subject to subdivision standards set
forth by the State of California and City of Carlsbad.
Recommendation:
The staff recommends approval of the subject tentative map
for the following reasons and subject to the following conditions,
Reasons:
1. The proposed subdivision is in keeping with the Carlsbad
General Plan.
2. The proposed subdivision will not be detrimental to the
health, welfare or public safety.
3. The proposed subdivision is in the best interests of the
community.
Conditions:
1. Developer shall submit a grading and drainage plan prepared
by a registered engineer for approval by City Engineer prior to
grading on this property. All lots shall be graded to drain to
street.
2. Full subdivision improvements in accordance with city ordi-
nances and tentative map shall be constructed by the developer.

3. Street grades within the subdivision shall not exceed 9%.
4. Sewer and water connections at Park Drive and Kelly Street
shall be made in accordance with established city policies.
Front line fees for sewer and water lines shall be paid in ac-
cordance with city ordinances.
5. The cost of 18 months of street light energy and mainte-
nance shall be deposited with the city to pay for energy until
a street light maintenance district can be formed.
6. A fee in lieu of park dedication shall be paid to the
City in accordance with the City ordinance.

A RESOLUTION OF THE CARLSBAD CITY PLANNING COMMISSION
RECOMMENDING TO THE CITY COUNCIL APPROVAL OF A TENTATIVE
MAP FOR LOMA-LACUNA, CARLSBAD TRACT 71-5
WHEREAS, the Carlsbad City Planning Commission did receive
on October 12, 1971, a Tentative Map, to be known as Loma Laguna,
Carlsbad Tract 71-5, submitted by ALLAN 0. KELLY, owner and
BECRAH, INC. developer, on property located easterly of Kelly
Drive between Park Drive and El Camino Real, said property being:
That portion of Lot I, Rancho Agua Hedionda
Map 823, in the City of Carlsbad, County of
San Diego, State of California, being portions
of Parcel 29, Book 207, Page 10, of the Asses-
sor's Map of San Diego County, and more parti-
cularly described in application on file in the
office of the Planning Department.
WHEREAS, the Planning Commission did consider the Tentative
Map as submitted, comprised of 70 lots; and
WHEREAS, the Planning Commission did take into consideration
the reports of the various City agencies and utility companies;
NOW, THEREFORE, BE IT RESOLVED that the Tentative Map be
approved subject to the following conditions:
1. Developer shall submit a grading and drainage plan prepared
by a registered engineer for approval by City Engineer prior to
grading on this property. All lots shall be graded to drain to
street.
2. Full subdivision improvements in accordance with city ordinances
and tentative map shall be constructed by the developer.
3. Street grades within the subdivision shall not exceed 9%.

AND FINALLY RESOLVED, that a copy of this resolution be

Carlsbad City Planning Commission, held on the 12th day of October,
1971, by the following vote, to-wit:
AYES: Commissioners Jose, Dominguez, Hermsen, Palmateer,

RESOLUTION NO. 1911
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, APPROVING THE TENTATIVE MAP OF
LOMA LAGUNA, CARLSBAD TRACT 71-5.
WHEREAS, the Planning Commission of the City of Carlsbad on
the 12th day of October, 1971, recommended to the City Council
that the Tentative Map, to be known as Loma Laguna, Carlsbad Tract
.71-5 be approved; and
WHEREAS, the City Council of the City of Carlsbad on the
19th day of October, 1971, considered the recommendation of the
Planning Commission;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, that the City Council does hereby approve said
tentative map of Loma Laguna, Carlsbad Tract 71-5, said property
being located easterly of Kelly Drive between Park Drive and El
Camino Real, said property being that portion of Lot I, Rancho
Agua Hedionda Map 823, in the City of Carlsbad, County of San Diego,
State of California, being portions of Parcel 29, Book 207, Page 10,
of the Assessor's Map of San Diego County, and more particularly
described in application on file in the office of the City Clerk,
subject to the following requirements and conditions being
performed by the Developer:
