Priday statement -of the Matter Due -to lack of a quorum at the September 13 Traffic Safety Commission meeting, and the inability of the Commission to get a quorum for the October 5 meeting, it appears necessary for the City Council to take action on some pending items. At the present time the intersection does not meet any of the following criteria -- Minimum Volume Warrant a. The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and b. The vehicular volume entering from the minor street or highway must average at least 200 vehicles per hour for the same 8 hours. c. When the 85 percentile approach speed of the major street traf- fic exceeds 40 miles per hour, the minimum vehicular volume war- rant is reduced to 70 per cent of the above requirements. The Commission was unable to obtain an official approval or determin- ation regarding the prior minutes of August 2 and/or any agenda items of this date due to lack of a quorum. 3. Traffic Conditions - Carlsbad Blvd. r. Manny Fuentes, Traffic Engineering Consultant from the Southern California Auto Club, gave a very comprehensive traffic report rf the conditions on Carlsbad Blvd, from Tamarack Avenue to Elm. Mr. Puentes will submit his report in writing to the Traffic Commission prior to the City Council meeting of October 5. At that Council meet- ing recommendations will be made for the upgrading of traffic sign-, ing, speed zoning, etc, should it be necessary. 4. Sidewalk Request - Chamber of Commerce This request was referred to the City Engineer for action. 5. Parking - Carlsbad Union Church Request i Request referred to Fubltc Works Division for action. j 6. Curb Markings Information brought to the attention of Traffic Commission members. 7. Police Reports - Traffic Information Traffic information developed from oolice staff meetings will be sent to all Traffic Commission members prior to each meeting. 8. Greyhound Depot Request epot to be located at Request was received from Greyhound for a d the Scandia Motel at 2550 Carlsbad Blvd. Chief Police Laughlin 3, and Public Works Director Priday made an "on -the -spot" survey and concluded that it was not in the best interest of safety to locate a depot there. Mr. R. W. Hotchkiss, District Sales Supervisor for Greyhound Lines, was contacted and informed of the unsafe conditions existing. The Commissioners present agreed with our action. 9. Parking Restrictions - Business District ; Due to lack of a quorum, this was deferred. Traffic Safety Commission Minutes - 2 - September 13, 1971 10. Westhaven Skyline -Park Intersection (discussion). Even though official action could not be taken, Mr. Puentes and Public Works Director Priday outlined the need for moving the yield sign from the northeast corner of Westhaven and Skyline to the southwest corner of Westhaven and Park Avenue. 11. Four-Wa Sto - La una and Jefferson petition was received requesting a four-way stor at Laguna and Jefferson, but again this was deferred because of lack of a quorum. It was the consensus of those present that a policy should be out- lined for the Council and Commission for determining stop sign lo- cations and other traffic matters so the Council and the Commission would have a guideline from which to make their determinations. The staff will prepare this document for the City Council as soon as possible. WFP:hl CITY OF CAPLSBAD POLICE DEPARTMENT MEMORANDUM A sAD COUNCIL DATE : _JO-?_?-7 O : c RLs �bTY ---�� �� ---- CHIEF OF POLICE RALPii W, 14211LIN MOM:- SUBJECT:- PROPOSED BOULEVARD STOP ON JEFFERSON STREET AT LAGUNA DRIVE r I j On August 27, 1971, on Jefferson Street just south of Laguna Drive, an elderly female pedestrian walking south on the sidewalk was struck" and fatally injured by u southbound pick-up truck which went out of control and jumped the curb. The driver of the truck was found to be intoxicated and was arrested and charged with manslaughter and felony drunk driving. An earlier accident (8-9-71) at the intersection of Laguna Drive and Jefferson Street, in which a motorcycle rider was injured in a collision with an automobile, was found to have resulted from an improper turn.
