City Manager Statement of the Matter This office has received a proposal from Comae.Signal Corporation, 4807 Clayton Road, -Concord, California, to obtain a" non-exclusive franchise from the City to operate-a CATV system. Date: November 26, 1971 City Manager's Recommendation There has been substantial interest on the part of numerous CATV firms regarding a franchise in Carlsbad. To date,those interested in the CATV franchise have been awaiting the ruling of the F.C.C. regarding importation of Los Angeles VHP TV station signals into Carlsbad. At present a CATV system could only provide signals from the three San Diego VHP stations, and Los Angeles and San Diego UHF stations. Appar- ently Comae Signal Corporation is willing to proceed under a franchise providing only those stations presently allowable. It is recommended that all the firms that have indicated an interest in a CATV franchise in Carlsbad be contacted and advised that we are accept- ing franchise applications. These applications should be submitted by December 31, 1971 and considered at the regular City Council meeting of January 4, 1972. The following guidelines should be followed by the applicants in sub- mi tti ng a proposal : 1. The League of California Cities'model franchise- to be used as a basis for the City of Carlsbad's franchise. 2. The firm seeking the franchise should agree to install cable tele- vision on all existing overhead facilities within a period of time to be specified in the franchise application. 3. The franchise applicant should agree to provide CATV facilities con- currently with installation of electrical and telephone lines in new subdivisions on a date certain to be specified in the franchise appli cation. 4. Franchise applicant should provide a time schedule for installation of CATV underground facilities in areas of the City which presently have underground telephone and electric lines. Enclosed we submit a proposal to provide cable television service to Carlsbad. In this pro- posal we attempt to answer the most often asked questions concerning television systems.
