Statement of the Matter
On November 2, 1971, the City Council awarded a contract to Hudson Bros.
for demolition of the old treatment plant. As' yet the contract has not
been executed due to an unforseen problem. The Imhoff Tank, scheduled for
demolition and disposal on site, had reportedly been pumped out. Upon in-
vestigation, it was found to contain approximately 150,000 gallons of
sludge. This sludge must be disposed of.'
The matter was discussed with the contractor and he felt that a change order
to the contract to include the sludge 'removal and disposal could approach
the total value of the original contract. He suggests termination of the
contract rather than negotiating a change order. He has indicated that he
would rebid the contract i'f it is re-advertised,
The contract is being revised to provide for disposal of the sludge.
