General Discussion - Section I
The proposed tentative map and specific plan represent the
first phase (501 acres) of a proposed 1,120-unit adult community.
The first phase will utilize the concepts of the P-C (Planned
Community Zone). There are to be 326 dwelling units in 163 single
story structures. By using common-wall construction, the archi-
tectural theme will be of traditional and contemporary Spanish
design. Sixty-six (66%) percent of the project will be left in
open space, common green, pedestrian walkways, and recreational
facilities.
The proposed green areas will be interconnected by a system
of pedestrian walkways linking any residential complex with
any and all open space and recreational facilities. Additionally,
the walkway also will be a part of a larger pedestrian system
connecting the neighborhood commercial facility, second and third
phase residential developments and the 12-acre open space dedi-
cation which is a part of the proposed city wide greenbelt system.

Within each of the two larger open space areas, approximately
2 1/2 acres, the applicant proposes to construct a neighborhood
social facility that would include a 1500l square foot structure
that would contain a lounge; areas for small meetings or card
playing, and crafts, restroom facilities, a patio and a storage
room for outdoor recreational activities.
The circulation system is intended to separate the pedestrian
from the automobile. Pedestrian circulation as previously
stated is primarily within the open space system.
Sidewalks and on-street parking is provided in those areas
where the dwelling units front on a street. On the sides of
the streets where there are no units, or a dwelling unit does not
face the street, pedestrian circulation is not provided.

The s.taff recommends approval of the subject application
for 'the following reasons and subject to the following condi-
tions.
Reasons of Approval - Section III
1. The proposed specific plan meets criteria set forth in the
City of Carlsbad P-C (Planned Community) ordinance and with
Ordinance 9290 adopting the Planned Community ordinance for
the subject property.
2. The proposed development will be an asset to and in the
best interest of the City of Carlsbad.

3. The proposed development is in conformance with the Housing
Element and the General Plan of the City of Carlsbad.
Condi ti ons of Approval - Section IV
1. That Exhibit C (3 sheets) shall be accepted as the landscape
concept for the Campobello Development, and that detailed land-
scape and irrigation system plans shall be submitted to the
Department of Parks and Recreation for approval prior to instal-
lation. Maintenance schedules delineating responsibility for
maintaining'of said landscaping shall be incorporated and
approved as an item within the property owners' association
documents.
2. Pacific Scene, Inc. and the City agree that the following
conditions fulfill the applicant's responsibilities pertaining
to City Ordinance 9190 (park dedication), and the dedication
of Lot E for parks purposes.
a. Dedication of 1/2 of property as part of the development
of Phase C, and dedication of the remainder as part of
the development of Phase D. (12 acres t total).
b. That the developer will clean the site of all trash
and litter prior to dedication.
c. That the developer wishes to and shall donate to
the City Parks Fund $1,000.00 to be used for the
purpose of planting and irrigation of trees for
discussed dedication.
3. That the architectural concept established by the applicant
for the dwelling units shall be applied to the two neighborhood
social facilities. Elevations shall be approved by the
Planning Director prior to issuance of a building permit for
same.

4. That the architectural theme as shown in Exhibit "B" shall
be complied with, any deviation shall be subject to approval
of the Planning Director.
5. That the proposed development shall conform with Exhibit
"A" (a specific plan for Campobello) any deviation shall be
subject to approval of the Planning Director.
6. Location and type of all fire hydrants and emergency
access shall be subject to approval of the City of Carlsbad
Fire Department and City Engineer.
7. Any additional architectural features the applicant may
wish to construct, i.e. perimeter fences or entry gates to
the development, shall adhere to the architectural theme
established in exhib.it "B" and shall'be subject to the
approval of the Planning Director.
8. Prior to the issuance of a grading permit, a cross-section
showing the relationship of dwelling units and accessory buildings
to topography shall be submitted to the Planning Commission for
review.
9. That all public improvements be constructed as required !
by the subdivision ordinance, and the city engineer. ' r
10. That standard subdivision bonds and agreements be provided
to guarantee completion of public improvements.
11. That a final subdivision map be filed prior to the issuance
of any permits for building.
12. That a grading plan shall be submitted to the City Engineer
and Planning Department for review and approval prior to the
issuance of any grading permit.
13. That all sewer and drainage facilities shall be constructed
in accordance with the City of Carlsbad design criteria and
as approved by the City Engineer.
14. That all water systems will be designed, constructed and
dedicated in accordance with the CMWD standards and requirements.
15. A reinforced concrete box culvert shall be constructed by
the developer to accommodate drainage requirements for the
Encina Channel at Lowder Lane.
16. That the applicant shall install fire hydrants, type and
location approved by the City Fire Department.
17. That sewer service shall be provided by the City of Carlsbad
and all trunk lines shall be constructed by the developer.
Trunk lines shall be extended to the southerly boundary of the •
development with location and ultimate size subject to the
approval of the City Engineer.

! In the event cooperation is not satisfactorily achieved, the
applicant may request waiver for one-half street improvements on
that portion of Lowder Lane that does not lie within the boundaries
lof the applicants' holdings. It shall not be implied that such a

waiver will necessarily be granted.
20. That Lowder Lane shall be dedicated and fully constructed to a
full 84 foot width from the southerly terminus of the existing Lowdeh-
Lane to the northerly boundary line of the development prior to the
issuance of an occupancy permit for any unit. Additional improvements
to Lowder Lane within the proposed Planned Community shall be con-
structed as development progresses in accordance with a schedule
approved by the City Engineer. Alignment of the right-of-way shall
be subject to the approval of the City Engineer.

SECTION 4. REQUIRED PUBLIC IMPROVEMENTS BEFORE ISSUANCE
OF BUILDING PERMIT. The following shall be granted

C. A grading plan shall be submitted prior to the issuance
of a building permit.
SECTION 5. ADMINISTRATION AND ENFORCEMENT. The Building
Department shall not approve any building for occupancy until the
Planning Director has certified that all the conditions of this
Ordinance have been satisfied.
The Planning Director of the City of Carlsbad is designated
as the enforcing officer of this Specific Plan. His decision shall
be final as to whether the subject property has been properly
developed and improved. However, the owners of the subject property
may appeal to the City Council any decision of the Planning Directo-
relative to this Specific Plan. Such appeal shall be in writing
and filed with the City Clerk within 10 days following the receipt
of the decision of the Planning D.irector. The City Council's de-
cision shall be final.

SECTION 6. EFFECTIVE DATE. This Ordinance shall be effective
0 days after its adoption. The City Clerk of the City of Carlsbad
hall certify to the adoption of this Ordinance and cause it to
e published once in the Carlsbad Journal within fifteen (15) days
fter its adoption.
