AGENDA BILL No. ATTACIiMENT--STATEMENT OF THE MATTER
THE REQUESTED ITEMS ARE NECESSARY FOR EFFICIENT UTILIZATION
OF PARKS MAINTENANCE MANPOWER AND TO PROVIDE TRANSPORTATION
FOR AN EXPANDING RECREATION PROGRAM.
1. The mower and vacuum (see attached exhibits) are needed
to:
a. Replace equipment that is virtually worn out.
(Existing equipment will be retained to be used
in a 'back-up' capacity in times of mechanical
failure or preventative maintenance servicing of
first -line equipment.)
b. Increase crew efficiency --(new mower and vacuum
will cover twice the turf area, in a given period
of time, compared to equipment being replaced)
which is needed because square footage or lawn
area will have doubled over last summer by the end
of September, 1972.
c. More efficient park maintenance will allow more time
for,park construction.
2. Additional transportation is needed because four people
presently are sharing one pick-up. (Director, Parks
Foreman, Secretary, Recreation Leader) We recommend
leasing a twelve (12) passender Ford Club Wagon (see
attached exhibits) because:
a. It will be extremely valuable when utilized for a
recreation program --to transport staff members to
San Diego for training sessions, to transport children
as playground participants to competitive events,
aquatic park, etc. (Staff members will number 16.
The Ford Club Wagon seats can be easily removed to
allow for transporting of playground equipment.)
b. It can.be used for general transportation and hauling
by the department and, further, by the City Council
commissions or other departments when there is a need
to transport larger groups.

Explorer Scouts to camp
(2) Transport basketball league champions to local
tournaments
(3) Carrying commissioners and councilmen to
recreation sites and on field studies
(4) Transporting staff and equipment

Uses: (1) Coordination and communication; the continuity
of the program is dependent upon coordinating play-
ground services. Transferring staff and supplies
to each playground daily is imperative.
(2) Field trips --use of buses to provide a professional,
comprehensive playground program

Uses: (1) Transport equipment
(2) Transporting staff and servicing the recreation.

(Note: They use a bus for some of these small events,
but are aware that a van is less expensive.)

a. No transportation vehicles --use volunteer transportation
(Note: Problems with insurance, liability, etc. when.
private vehicles are used)
Uses: (1) Would use it for staff, equipment, children, and
senior citizens
(2) Would make it available to other City departments
(3) Would use it as a mobile recreation playground
to provide displays, equipment and activities of
a specialized nature
Though we sincerely hope the City Council will favorably consider the
concept of a City vehicle transporting staff members and participants
within the City recreation program, we must once again Toint out that
a lack of vehicles does exist within the Parks and Recreation Depart-
ment caused by increased staffing, expanding departmental activities
and mechanical failure of existing equipment.
