eleven to thirteen PEP employees with job titles (1) MAINTENANCEMAN and
(1) GARAGE ATTENDANT in an effort tb make full use of the grant.
An approval of the above will necessitate the addition of•the
Classified Title GARAGE ATTENDANT to the existing classification list,

5 The City Council of the City of Carlsbad does hereby resolve

7 WHEREAS, the City of Carlsbad did on July 6, 1971 adopt a
8 salary plan for the City of Carlsbad for 1971-72,.

GARAGE ATTENDANT
Definition This is unskilled work in the servicing, repair and
maintenance of diversified automotive and other muni-
cipal equipment. -Employees of this class perform
the less difficult work in repairing and assisting
in the repair of automotive and other municipal equip-
ment. Cleaning of motors, greasing, washing and
servicing of equipment and maintenance of buildings
and grounds is included in work performed. Employees
work under the direct supervision of an employee of
a higher level.
Examples 1. Lubricates automotive and power equipment using
of Duties pressure and hand lubrication tools.
2. Dispenses oil and gasoline; checks and repairs
tires; checks lights and storage batteries.
3. Cleans, washes and polishes motor equipment.
4. Assists mechanics in making repairs*to motor
equipment.
5. Assembles and installs brooms on mechanical
street sweepers.
5. Performs related tasks,as assigned.
Employment Knowledge is desirable in the use of oils and greases,
Standards lubricating tools and other materials used in lubri-
cating automotive equipment; methods and materials
used in cleaning, washing and polishing equipment;
parts of automotive and mechanical equipment. Employees
in this class should have the ability to operate
varied types of construction equipment and to make
minor adjustments to the equipment; to follow oral
and written instructions.
The minimum requirements for this position are one
year of experience in automotive repair or service
station work and graduation from grammar school; or
any equivalent combination of experience and training.

THIS FIRST AMENDMENT TO AGREEhfENT executed this FIRST
day of NOVEMBER , 1972, by and between the County
of San Diego, a political subdivision of the State of Cali-
fornia, hereinafter called "County" and THE CITY OF CARLSBAD, CALIFORNIA,
hereinafter called "Sub -Grantee";
1. Whereas, the purpose of this Amendment is to ex-
tend the period of the Emergency Employment Program Agree-
; ment,(County Contract No. 6599-5461-A , Document No, A53^ ?18,_
#13, 4/25/72 ) to cover continuing operation of and
new program year grant funds from the Emergency Employment
Act of 1971 Public Employment Program; now, therefore it is
agreed as follows:
# 2. All references to "Employing Agency" in said
Agreement should be amended to read "Sub -Grantee."
3. The introductory clause in Paragraph 1 of said
Agreement should be amended to read as follows: "For the
First Program Year ending October 31, 1972, and for the
Second Program Year commencing November 1, 1972, and ending
June 30, 1974."

4. Paragraph 2 of said Agreement is ammended to read
as follows:
A.' County shall allot to the Sub -Grantee the sum of
$ 109,811 . Said sum is to be spent by
t e u-Grantee in the conduct of its portion of
the Public Employment Program during this contract
term.
B. Upon execution of this agreement, the Sub -Grantee:
(1) May submit an invoice requesting advance
grant funds sufficient to conduct its portion
of the program for a period not to exceed
thirty days.
(2) Shall submit a monthly invoice requesting
grant funds for allowable expenses incurred
in its conduct of the grant program by the
fifth (5th) working day of the following
month.
C. Upon receipt of grant funds from the Department
of Labor the Auditor and Controller of the County
will issue a warrant to thi Sub -Grantee for the
amount of advance and monthly invoiced expendi-
tures.
5. The last sentence of paragraph 5 on page 4 of
said Agreement is deleted.
6. Except as modified herein, all other terms of

said agreement shall remain in full force and effect.

•SUBJECT: OCCUPATIONAL DESCRIPTIONS FOR FULL FUNDING - Emergency Employ-
ment Act of 1971
A. Methods of Recruitment and Selection
• i
a. Employees are recruited in accordance with Sections 4 j
and 5 of Personnel Ordinance 1120 of the Citv of Carlsbad.
A list of eleven (11) described positions available under
the auspices of the Public Employment Program will be
forwarded to local and County Offices of the State of l
California Department of Human Resources Development. `
b. Job announcements are posted, newspaper advertised, and
in an effort to aid and abet specified veterans, will be
mailed to a local Veterans' of Foreign Wars Office and
the Marine Corps'Camp Pendleton Project Transition Office.
c. Of consequence with regard the selection -of two (2)
POLICE OFFICERS and two (2) FIREMEN is an existing
eligibility list, valid until January, 1972. Efforts will
be made to delineate those eligibles who at this time are
unemployed, veterans, underemployed or disadvantaged. -
B. .Training and Supportive Services
a. Eleven (11) will receive on-the-job training, a joint
effort of the department director and department.assistant
or leadman, for a period of three ('3) months --extending
to six (6) months or the end of a probationary period.
Funds are designated for participation in workshops offered
at the municipal, county, state or private industry level
at an approximate cost of $50.00 per man. In this instance
a feasible sum for on-the-job training has been computed
as one (1) month grass salary.
b. Within a first six (6) month period police officers will
attend the Police Officer Standards and Training,School
I
at Riverside, California for a period of'two and one-half
(2 1/2) months at a cost of $400.00 plus salary with
benefits or $2,150.00. Firemen are enrolled at Miramar
Fire College for a period of six (6) consecutive weeks at
.an approximate cost of $1,339.00.
c. PEP employees may enroll under a City of Carlsbad Policy
No. 3 in the Employee Education Program and be prepaid
or reimbursed tuition, registration and books.
d. 'All full time City employees are eligible for a Group
Health and Accident Insurance Plan with the cost to be
borne by the City.'
C. Career Development
1. Job and Skill Requirements: Rigidity in all pertinent descrip-
tions excepting that of POLICE OFFICER is offset by the
modification "any equivalent combination of experience and
training."
2. Ordinance discrimination clauses are updated according to the
standards set by the state and federal government.
3. All occupational fields within municipal government are subject.
to expansion with full employment.
4. Merit 'raises and intra-city promotions are ordinance provisions.
5. It is our intent at the end of the emergency period to continue
these strategically positioned employees on a regular and full
time basis.
6. An initial job of an ADMINISTRATIVE INTERN employed under the
auspices cf PEP will be to survey, correlate and report methods
used to on-the-job train at the department level.
Supervisory personnel will be advised of the rules and regulations
governing grants under the Federal Government Title 29. An
established format for on-the-job training at the department
_.. .. i :level will: help create a future regular employee.
'D. Compensation of Participants
a. These eleven (11) job classifications are part of an existing
Personnel Ordinance. Salaries are comparably reviewed
annually by survey of cities, private industry and school
districts.

Supplement to Application for Funding, Emergency Employment Act of 1971,
Re: Equal Employment Opportunity
NAME OF APPLICANT
The applicant represents that it and the employing agencies responsible to it, in addition to complying with provisions
elsewhere required, will act in conformance with the pledges contained in this.document in expending Federal funds pursuant
to the Emergency Employment Act of 1971.
(a) They will not discriminate against any employee or applicant for employment because of race, creed, color, political
affiliation or beliefs, sex, or national origin. They will take whatever action is necessary to ensure that applicants are
employed, and that employees are treated during employment, without regard to their race, creed, color, national origin
or sex, political affiliation or beliefs. Such action shall include, but not be limited to the following: Employment,
assignment, upgrading, demotion, or transfer, recruitment or recruitment advertising; layoff or termination; rates of pay
or other forms of compensation; and selection for training, including apprenticeship. They agree to post in conspicuous

accounts by the Secretary of Labor for purposes of investigation to ascertain compliance with such rules, Regulations,
and orders.
(e) In the event of noncompliance by the applicant or the employing agents responsible to it with the nondiscrimination
clauses of this contract or with any of such rules, Regulations, or orders, the applicant understands the Federal
government may take legal enforcement action in the Federal District Courts or the grant may be cance'.ed, terminated or
suspended in whole or in part. Pursuant to the provisions of 29 CFR Section 55.26 or Title VI of the Civil Rights Act of
1964. the applicant or the employing agencies, or both, may be declared ineligible for further grants.
(f) The chief elected executive of the applicant will indicate his unqualified support of equal employment opportunity as set
forth in this representation in writing to all employees and officials of the applicant and of the employing agencies and
will designate a person in a high executive capacity to insure its implementation.
(g) They will disseminate the equal employment opportunity policy (1) to present employees, including minority
employees, and employees engaged in administering the EEA program, and will encourage them to recruit and refer other

Welcome to employment with the City of Carlsbad. As an employee
hired under the Public Employment Program, your tenure with the City
will be similar to any full-time permanent employee. The normal pay
periods are from the first of the month through the 15th, and from
the 16th of the month through the end of the month. Pay checks are
issued on the lst and 16th of the month unless that specified date
falls on Saturday, Sunday or Holiday. You will be earning vacation
and sick leave time while working for the City in accordance with
existing Personnel Rules and Regulations.
The.City Finance Department will deduct income tax, F.I.C.A.,
insurance contributions (where applicable) and Public Employment
Retirement System contribt-lions in equal amounts from each pay check.
The City of Carlsbad will pay its designated share of Public Employ-
ment Retirement System contribution. The City of Carlsbad will pay
the total cost of health insurance on vou. This costs the City $14.68
per month. if you wish to enroll your dependents in the group
health insurance program, the cost is $39.78 per month for the
employee and one or more dependents. However, the City continues
to pay the $14.68 for the*employee, thereby requiring the employee
to pay $25.10 per month for health insurance for his family.
Please be advised that, as an employee hired under the Public Employ-
ment Program of the Emergency Employment Act of 1971, your employment
with the City of Carlsbad is entirely dependent upon Federal Funding.
• If the funding is discontinued, the position which you now have ac-
cepted is subject to exclusion.

duties involving the performance of general 'police work in
the prevention of crime and the enforcement of law and order

duties involving combating, extinguishing,'and preventing
fires, maintaining stations, apparatus, and equipment,

Examples 1. Responds to fire alarms with an engine company; lays

Definition This is specialized work in organizing, supervising,
and directing a diversified recreation program.
Duties of this class include responsibility for a major
recreation program Emplovees are expected to perform
their duties with a minimum of supervision and to
assist assigned leaders in the proper performance of
their duties.
Examples 1. Plans, coordinates, and supervises recreation

Dear Hr. President:
On behalf of the City of Rohnert Park I want to thank you for the enactment
of the Federal Revenue Sharing Program. Our city is sincerely appreciative
of the attitude and leadership that you displayed on this important program
that should go a long way in easing the financial woes of our cities.
Since enactment of the Revenue Sharing Program, we've heard rumors about the
possibility of other Federal programs being terminated as a result of Revenue
Sharing becoming reality. We hope that this is not true since it would only
diminish the value and effect of Revenue Sharing.
One program of particular interest to us and our neighboring cities which we
have been advised may not be funded after June 30, 1973, is the Public
Employment Program (Emergency Employment Act of 1971). Under this, cities
,and other public agencies are provided funds for the direct employment of
individuals. In our opinion, the program has been one of the most beneficial
in terms of return on federal dollars spent. Given the -funds to employ those
in need of work, the public agencies are able to do so with resulting maximum
benefit and minimum loss of funds for administrative overhead.
We have heard that you allegedly are concerned with the high per employee
salary apparently being experienced under the Public Employment Program.
We would hope that you would not terminate the program for that reason.
Rather, if that is your concern, we would suggest the placing of a limit on
the salary that can be paid to an employee under the program. The public
agencies could retain the right to pay above that salary if such was nec-
essary to recruit and fill positions._ In our high'unemployment area the
Public Employment Program is a real meaningful effort. I'm sure we are not
unlike many other areas in the country. Termination of the Public Employment
Program and the return of those employed thereunder to the ranks of the
unemployed is extremely undesirable.
We urge your support for the continuance of the Public Employment Program.
