The request for revision in off-street parking "requirements In R^zones
was considered by the Planning Commission at tfiefr regular meeting on
Feb.ruary 8, 1972. The request by the Planning Department to Increase
the required parking spaces was unanimously approved. The documents

SUBJECT: Revision of R-zone Off-Street Parking Requirements

Section I - General Discussion
Upon reviewing existing off-street parking requirements,
it has been found that partial revision of those sections per-
taining to the R-zones parking is desirable. Such revision
would help bring current city standards into conformance with
parking space requirements stipulated in the recently adopted
Planned Community and Residential Density-Multiple zones. It
would as well, assist in forestalling future street congestion;
make standards more consistent with the current trend of more
vehicles per family; and bring standards into closer alignment
with those of other cities.
Street congestion in and around higher density residential
development having one-to-one parking ratios, particularly in
the area west of 1-5 between Agua Hedionda and Buena Vista
Lagoons exemplifies the need for increased off-street parking
requirements. The General Plan objectives for this area show
ultimate development as low medium, medium and high density.
It is safe to assume that automobile congestion will continue
to increase as these objectives are implemented.
In a survey of apartment managers and owners, five managers
felt that additional space requirements were desirable and one
manager felt there was not present a problem although some of
his tenants parked on the street. In most cases the respondants
stated that there was more than one automobile per residence.
In a survey of savings and loan institutions, it was
found that all but one of five required at a minimum, a one-
to-one ratio for financing but used the city's ordinance
as a guideline. In the one exception the requirement was 1-to-
1-for-one bedroom and 1.50-to-l for two bedroom apartments.
In all cases the respondants felt that 1-to-l was less than
adequate, regardless of their official standards and felt that
per bedroom counts were desirable

Section II - Recommendations
A. That densities based upon bedroom count be changed to
read as follows:
Studios and 1-bedrooms - 1.50 spaces/unit
Two bedroom - 1.75 spaces/unit
Three bedroom - 2.00 spaces/unit
B. Tandem parking within the front yard setback shall be per-
mitted for those substandard frontage lots with a width of
less than fifty feet, provided there is a minimum of one
parking space per dwelling unit provided for within the re-
quired setback lines and that the front yard building setback
be no less than the required.
C. Front yard building setbacks for second and third floors
in R-W zones only, shall be allowed to extend to the ten
foot setback line when tandem parking is utilized in the
front yard.
D. That the provisions of this ordinance shall apply only to
that development occuring after the date of its adoption
by the City Council.
Section III - Reasons for Approval
Such requirements would achieve needed off-street parking
to meet present as well as future needs, while allowing
leeway to modify later if we should find that people un-
expectedly decide to drop the automobile as the prime
form of transportation or if trends in ownership vary from
projections.

A RESOLUTION OF THE CARLSBAD CITY PLANNING COMMISSION
RECOMMENDING AN AMENDMENT TO THE CITY OF CARLSBAD
ORDINANCE NO. 9060, SECTION 1511; MUNICIPAL CODE,
TITLE 21, CHAPTER 21.44, SECTION 21.44.130 REGARDING
OFF-STREET RESIDENTIAL PARKING
WHEREAS, the Planning Commission did on the 9th day of November,
1971, adopt Resolution of Intention No. 81 to amend said ordinance;
and
WHEREAS, said Planning Commission did on the 8th day of February,
1972, hold a duly advertised public hearing as prescribed by law
to consider an amendment to the City of Carlsbad Ordinance No. 9060,
Section 1511; Municipal Code, Title 21, Chapter 21.44, Section 21.44.
130 Parking spaces required for dwelling units, to read as follows:
Use - Dwellings, one, two.-family or multiple
Parking spaces required per dwelling unit
1) Studio and one bedroom
2) Two bedroom
3) Three bedroom and more
1.50 spaces/unit
