Statement of the Matter Mr. Kenneth H. Appleby, President, Appleby
Investment Development, is requestin` that the City participate in
the cost of installing a fire - hydrant required by the Fire Department.
The need for this hydrant was generated by his extremely large and
very long apartment house complex on Jefferson Street opposite
Buena Place.
Exhibit See attached letters from Mr. Appleby and the Fire Department.
Staff Recommendations This fire hydrant is
y principally needed to
protect theapartment buildings built by Mr. Ap?leby. Previous City
policy has been to require the developer to pay for the cost of
installing the hydrant under these conditions. A substantial trade-
off has.been allowed Mr. Appleby by accepting the installation on
the street corner rather than in the middle of his development. We
see no reason why he shouldn't pay for the cost of this hydrant,

Dear Mr. Arnold:
As you know, I was recently required to make an $800.00 cash deposit
for the installation of a fire hydrant at Jefferson Street and Buena.
At the time the building permit was issued, there was no such require-
ment made; and, inasmuch as the subject fire hydrant serves quite a
bit of surrounding area as well as my property on Jefferson Street,
it would appear that the City of Carlsbad should participate in the
cost of this hydrant.
Will you please take up this matter with the City Council and advise
me of the extent of participation agreed upon at an early date?

Subject: -Fire Hydrant Serving Appleby Apt. Complex on Jefferson.
The .Appleby Investment Development apartment complex goes
back approximately 4501 from Jefferson, too far to be adequately
served by the existing hydrants. Under Section 13:30 of Carlsbad's
Fire Code this is provided for:
"All premises where buildings or portions of buildings
air<e hereafter constru6'ted and located more than 150
feet from a public street providing access to such prem-
ises shall, be provided as may be required by the Chief with
approved fire hydrants connected to a water system capable
of supplying the fire flow required by the Chief. The
location of such hydrants shall be as designated by the
Chief. Paved access to fire hydrants shall be provided
and maintained to accommodate fire fighting apparatus."
In addition the code requires the hydrant to be installed at or
before combustible material is brought on to the site.
The existing hydrants -in this neighborhood were adequate for
the type of buildings located there. These hydrants were not adequate
to serve the Appleby project because of their size and partieularily
the depth from the street. To most efficiently serve this complex,
the required hydrant should be located at midpoint of the project,
about 200t west of Jefferson. This would necessitate tearing up
Jefferson and laying about 250 feet of 6" water pipe, at a cost of
about $1500 plus the cost of the hydrant and other valves and fittings.
Total cost of approximately $1900.

Feeling there would be some additional, but not required bene-
fit to the neighborhood we gave Mr. Appleby the choice of locating
this hydrant either on his property, or the corner of the street
next to the existing water main. (The alternate location would
save him about $1100.)
Normally this requirement is made during plan check. We did
not see or approve these plans prior to issuance of a building permit.
Mr. Appleby was informed verbally prior to issuance of a permit that
the Fire Department would probably require a fire hydrant.
The City policy has been to require hydrants paid for by the
developer where their development creates the specific need. The
principal benefactor in this case is the Appleby Investment Develop-
ment and it is my recommendation they bear the entire cost of the
hydrant.
