Exhibit 1. Rutan & Tucker letter dated Mar. 1, 1972 Staff Recommendations As there are so many documents in connection with this bond issue, I have not made copies of all the documents. A copy of both measures to be voted on is attached and a copy of the calendar of events. The balance of the documents are on file in my office if you wish to review them. City Clerk AS wo. " . You will notice that I have separate proceedings for the school district measure so that this will not interfere with the bond proceedings if the City Council does not wish to go forward with that proposition. Mr. Stradling has not had an opportunity to review the above documents . He will do so and if any changes are necessary, he will call you on Monday, March 6th. June 1 Last day to complete mailing polling place cards, tax state- ment and sample ballots. June 5 5:00 p.m. Last day to receive absentee ballots. June 6 -- Tuesday ELECTION DAY Commencing June 6 with absent voter ballots,Board of Supervisors canvasses returns, unless canvass ordered to be made by County Clerk. County submits statement of canvass to City. When received, City enters on its minutes the Statement of Canvass. -2- NOTICE TO ELECTORS OF DATE AFTER WHICH NO ARGUMENTS FOR OR AGAINST A CITY MEASURE MAY BE SUBMITTED TO THE CITY CLERK NOTICE IS HEREBY GIVEN that an election is to be held in the City of Carlsbad on June 6, 1972, at which there will be submitted to the qualified electors of said City the following City measure: Shall the City of Carlsbad incur a bonded indebtedness in the principal amount of $1,000,000 for the acquisition and construction by said City of a certain municipal improvement, to-wit: the acquisition and development of neighborhood and community parks for park and recreational purposes, including the construction of buildings and facilities, the acquisition of land, equipment and other property necessary for any of the foregoing? NOTICE IS FURTHER GIVEN that pursuant to Article 4, Chapter 3, Division 4 of the Elections Code of the State of California, the legislative body of said City, or any member or members thereof authorized by such body, or any individual voter or bona fide association of citizens, or any combination of such voters and associations, may file a written argument, not to exceed 300 words in length, for or against a City measure. NOTICE IS FURTHER GIVEN that, based upon the time reasonably necessary to prepare and print the arguments and sample ballots for said election, the City Clerk has fixed 5:00 o'clock p.m. on March 29, 1972, as a reasonable date prior to such election after which no arguments for or -1- against a City measure may be submitted to said City Clerk for printing and distribution to voters as provided in said Article 4. Arguments shall be submitted to the City Clerk at the office of the City Clerk in the City Hall of said City. Arguments may be changed until and including said date fixed by the City Clerk.
