RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD DESALINIZATIONOPLANTICONSTRUCTION -CITY OF It is hereby resolved that the City of Carlsbad strongly opposes the construction of a Desalinization Plant within its City limits as proposed by the City of San Diego, the San Diego Gas and Electric Company and the Office of Saline Water, Department of the Interior. According to the interim report prepared by Kaiser Engineerinc this facility would be located on land owned by the San Diego Gas an( Electric Company, south of proposed Unit No. 5, in the Encina Power Complex, in the City of Carlsbad. At this Plant it is proposed to de -salt sea water and produce fresh grater in the amount of 40 mgd, using steam purchased from San Diego Gas and Electric, pump the product to Squires Dam, (a facility owned by Carlsbad area taxpayers) and from there send it to the City of San Diego for their exclusive use. The cost of the Plant and the aistribution system is estimated at $75,000 000. Operation and maintenance cost will amount to approximately4 ,-2 O,d' annually. The City of Carlsbad opposes this project for the following reasons: 1. The parcel of land proposed for use is in an area zoned P-U (Public Utility), and each major facility constructed therein must be covered by a specific plan approved by the Carlsbad Col,ncil r and Planning Commission. No such approval has been requested or granted and no effort has been made by the parties involved, except for San Diego Gas and Electric Company, to ascertain the views of either the elected or appointed officials of the City of Carlsbad. 2. Carlsbad residents living in close proximity (Terramar area) would be faced with the strong probability of increased air, water, noise and visual pollution and consequent depreciation of property values. 4, The City could be required to provide city services to the facility but would obtain no taxes, compensation, or benefits in return, and none have been offered. 5. The project is uneconomical and cannot be justified on any ration,l fiscal basis. The estimated cost of $320 per acre-foot is approximately five times the cost of potable water being purchased currently by the City of Carlsbad. No entity in the County o:f San Diego could afford water at this price. 6. The projected use of fossil fuel (fuel oil) for the purpose of desalinization is contrary to the public and national interests. All available studies indicate that the only economically sound energy source which should be used for desalinization purposes is atomic power generated by breeder -reactors, a procedure which is not practicably available for the present.
