P117D/CE Statement of the Mattee DT'"'USSION- The workload of the Engineering Division has been increasing continc Lly over the past year. Personnel support to process developmental planning and applications necessitated reorganization of the .5ivision during this period. This internal redistribution of work, plus revised direction of emphasis on allocation of staff time, has allowed us to keep pace with develop- ment until most recently, although some strictly city work has suffered. The workload has now increased to a point where we can no longer provide adequate engineering services for both city projects and planned development with exist- ing staff personnel. The engineering planning required for impending development in undeveloped areas of tovm plus the workload involved in processing the formal cevel,opmental requests expected, urgently necessitates an additional experienced professional engineer. This engineer will assist the City Engineer with the day to day re- tails of the engineering division and will allow the latter to devote sufficient time to the overall engineering planning for future development and public works facilities, and to the efficient operation of the five divisions of the Public Works Dept. He must be experienced in .all phases of the operation of a munici- pal engineering department. His addition will allow time to be spent by other staff members on City projects, assessment districts formation, training, inter- agency coordination and general public assistance which must now be neglected and will permit the performance of work on a rational, rather than a crash basis. The Engineering fees charged for the review of Developmental plans will be used to support this position. Developers have recently suggested that they would support an increase if necessary to obtain more personnel. Such a raise is being studied and a recommendation regarding Council action will be submitted when aul-horization to hire is requested. - Advertisement will begin -immediately upon approval. The City of E1 Cajon is currently recruiting for a similar position. we will attempt to obtain in - from them on prospective candidates. Exhibit 1) Resolution No. J1 yp' Staff Recommendations 1). AD no. pate; March 21, 1972 City Manager's Recommendation Concur, the workload in the Engineering Division has accelerated dras- tically in the last several months and we expect it to increase even more, This position is essential if we•are to provide the type of service the public demands, and deserves.
