certain areas in Terramar was denied.. City Engineer was instructed
to meet with Capt Gray and others to try to arrive at an equitable
solution to the lighting problem in that area.

Gentlemen:
We, the undersigned residents of Los Robles Drive, between Cerezo
Drive and Manzano Drive, Carlsbad, California, request the City of Carlsbad
to install street lighting in our block.
We have no street lights. Our completely dark block in an otherwise
lighted area is unsafe for pedestrian and vehicular traffic. It invites
vandals, burglars, and muggers. We would like our tax money for lighting
to be applied to our benefit in our block.
We request wooden poles of the type which you recently authorized on
Carlsbad Boulevard in the Terramar area. We feel that these poles which
are acceptable to you are also acceptable to us. We do not desire to pay
the high cost of installing ornamental poles, when we can have an adequate

Statement of the Matter
A petition, Exhibit'(1), has been received, signed by the owners of 70.9%
o f �he'property in subject area, requesting -the -installation of semi-
peXmanent street lights on new wood poles.
There are -no overhead power distribution -lines within the publsc'right- "
of=way in this area, since they are located in a utility easement along
near- property lines. The area,is shown in Exhibit .(2) .
City policy in the past has been to require permanent ornamental- street-
lights in areas where there are no existing wooden poles; to.avoid the
proliferation 'of above ground utilities.
City Council Resolution No. 1725-specifies that semi-permanent'lights
..mayonly be installed,in areas where there are -existing wood poles. A

In the past year fifteen (15) new homes have been constructed in
this area, creating a greater need for street lighting. The resi-
dents of the area were originally requested to forn, an assessment
district for the installation of permanent lights. They have
indigated it will be too expensive.
Permanent street lights can physically be installed on Las Robles
at this time since curb and gutter have been constructed. No curb
and gutter exists along Carlsbad Boulevard, but location of the
permanent street lights can be determined such that they would not
have to be relocated.
If the Council feels ornamental street lights are desirable as a
City standard, it would not seem appropriate to permit deviation
in this case.
