The Division of Highways has provided us with the direct sales price of these excess lands. Action is now required by the City Council if the property is to be purchased by the City. Exhibit Memorandum from Parks & Recreation Director dated April 24, 1972 Staff Recommendations Please see attached memorandum. AS NO. Date: April 27, 1972 City Manager's Recommendation 1. Acquire parcel A ($1 ,400} with available funds from Park In-Lieu Area #1 ($2,864.45). 2 Acquire parcel A ($9,000) from General Fund Reserves. During 1972-73 separate a small area at the Pio Pico-Oak point of the property for land- scaping and reimburse the General Fund from Park Area #4 ($9,350.15). Sel balance of property during 1972-73 and return proceeds to General Fund. I is estimated the sale will return substantially more than $9,000 to the General Fund. 3. Acquire parcel C ($2,450) from Park In-Lieu Area #4 ($9,350.15). 4. Acquire Parcel D ($2,400) from Park In-Lieu Area #3 ($1,341.67). Author- ize difference in cost to be transferred from another park area balance to Park Area #3 to be later reimbursed from Park Area #3 funds. p-31-72 Mr. Ed Nanartowich, Right-of-Way Agent, Division of Highways, was contacte to determine if the City can receive an option to acquire tRese four .ree- way remnant parcels. Mr. Nanartowich advised us that we have received a no cost option for approximately one year. He further advised that the City would either have to exercise this option and acquire the parcels or inform the Division that we were no longer interested so they may place them for public bid. The State would appreciate it if we could advise them of our decision in the next several weeks. » Council'Action 5-2-72 It was agreed by the Council this matter be deferred to the next regular meeting and-the Parks and Recreation Director was in- structed to prepare landscape sketches of the four parcels for the .next meeting. 5-.16-72 Parks and Recreation Director was instructed by the Council to contact the State Division of Highways to determine if the City can .purchase the four lots over a three year period at a cost not to exceed 10% of the purchase price. — 2- CITY OF CARLSBAI MEMORANDUM REPORT DATE : April 24, 1972 TO : JACK B. ARNOLD, City Manager FROM : The Department of Parks and Recreation SUBJECT: ACQUISITION OF EXCESS FREEWAY LANDS (Four (4) parcels) Dear Sir: As directed, this department has analyzed four (4) excess Freeway parcels located adjacent to Pio Pico Drive. The re- sults are as follows. PARCEL A; A triangular shaped parcel of land containing 7,024 square feet of area, located adjacent to the south boundary of the Shell Service Station (Elm Avenue). Said parcel is valued at $1,400.00 by the Division of Highways ($0.197 per square foot) and is within Park Area No. 1 which has $2,864.45 parks-in-lieu fee deposits. This department recognizes that if Parcel A is acquired and developed as a low maintenance, landscaped buffer .area it will offer the following advantages to the community. 1. City beautification 2. Control of land use . 3. Elimination of a need for driveway openings, thus traffic conflict control PARCEL B; Somewhat triangular shaped parcel of land across from Parcel Af currently zoned R-3 but adjacent to recently zoned C-2 land to the east. The parcel contains 10,588 square feet of area and is offered to the City for $9,000.00 ($0.85 per square foot.) The land is located within Park Area No. 4 which has $9,350.15 in parks-in-lieu fees available. It is recommended that if any Park Area No. 4 fees are used for the acquisition of this parcel that the total not exceed $2,900.00 since $2,450.00 will be recommeded to purchase Parcel C (also Park Area No. 4) and $4,000.00 should be reserved for Holiday Park improvement. This department feels that acquisition of Parcel B will be advantageous for the following reasons. MEMORANDUM REPORT: EXCESS FREEWAY LANDS—Page 2 1. City beautification (large enough for picnic tables) 2. Control of land use 3. Elimination of traffic hazards which could result from driveway openings 4. Use as a bus stop site 5. Good investment—land has definite C-2 potential now that adjacent land has been re-zoned and has a value of at least $2.00 per square foot PARCEL C: A 6,610 square foot parcel surrounded on three sides by Holiday Park. It is known that the Division of High- ways paid $1.00 per square foot for the total parcel and are offering the remnant to the City for $0.37 per square foot or for a total price of $2,450.00. As mentioned, this parcel is within Park Area No. 4 and should be purchased by utilizing funds available. The purchase of this parcel is necessary for the planned development of Holiday Park. PARCEL D: A parcel of land on the east side of Pio Pico between Buena Vista and Knowles. The parcel contains 33,166 square feet of area and a garage structure. The land is valued at $2,400.00 by the Division of Highways ($0.07 per square foot) and is zoned R-1-7500. Said parcel is located x^ithin Park Area No. 3 which has accumulated $1,341.67 in parks-in-lieu fees, thus an additional $1,059 would be needed for purchase. This department feels that the parcel can be developed as a low maintenance mini park containing picnic and 'tot lot1 facilities. Other community benefits are offered. 1. Beautification 2. Freeway buffering 3. Control of land use 4. Use of existing garage for 'Friends of the Library1 book storage Ideally all parcels should be purchased for community beautifi- cation and land use control. The probabilities of borrowing funds from one park area for land acquisition in another should be considered. The funds would be adjusted as fees in the deficit fund area are generated. This matter has been reviewed by the Parks and Recreation Commission, and the recommendation is that the parcels be purchased, ctfully submitted, ROBERT A.
