STAFF REPORT/MEML.,rtNDUM JUNE 13, 1972 TO: PLANNING COMMISSION FROM: CITY MANAGER SUBJECT: APPLICATION FOR APPROVAL OF A TENTATIVE SUBDIVISION MAP FOR A 1-LOT, 15-UNIT CONDOMINIUM DEVELOPMENT ON THE WESTERLY SIDE OF JEFFERSON STREET, TOO FEET SOUTHERLY OF BUENA VISTA AVENUE APPLICANT: JOHN D. McKEAND Report submitted by: City Manager, Fire, Engineering, Building, Parks & Recreation & Planning Departments General Discussion The subject property is located on the westerly side of Jefferson Street approximately 100 feet southerly of Buena Vista Avenue in an existing R-3 zone. The proposed development consists of 15 condominium dwelling units on 1.09 acres or 13.7 dwelling units per acre and 32 parking spaces of which 15 spaces are covered. The densities proposed by the applicant are consistent with the recommended densities of the City of Carlsbad General Plan. Recommendation: The staff recommends approval of the subject application for the following reasons and subject to the following conditions: Reasons for Approval: 1. The proposed development is within the recommended densities of the City of Carlsbad General Plan. 2. The proposed development is in conformance with Title 21 of the Carlsbad Municipal Code and Subdivision Ordinance No. 9050, Conditions of Approval : 1. A condominium subdivision map in accordance with the State Map Act shall be recorded for this property. 2. Underground utility services and an ornamental street light; and street trees shall be installed. 3. Fire protection appurtenances, including fire hydrants, shall be installed as required by the Fire Department. Page Two Staff Report June 13, 1972 4. The applicant shall underground the existing overhead utility lines crossing the property or enter into a Future ImprovementAgreement for the work. 5. The applicant shall dedicate land adjacent to Buena Vista Lagoon per Ordinance 9190 and the Parks & Recreation Commission. 6. A landscape and sprinkler plan shall be submitted to the Parks & Recreation Department and shall be subject to the approval of the Parks & Recreation Director. WHEREAS, the Planning Commission did consider the Tentative Map as submitted, comprised of one lot; and WHEREAS, the Planning Commission did take into consideration the reports of the various City Agencies and utility companies; NOW, THEREFORE, BE IT RESOLVED that the Tentative Map be approved for the following reasons, and subject to the following conditions: Reasons of Approval; 1. The proposed development is within the recommended densities of the City of Carlsbad General Plan. 2. The proposed development is in conformance with Title 21 of the Carlsbad Municipal Code and Subdivision Ordinance No. 9050. Conditions of Approval: 1. A condominium subdivision map in accordance with the State Map Act shall be recorded for this property. 2. Underground utility services and an ornamental street light and street trees shall be installed to the satisfaction of the City Engineer. 3. Fire protection appurtenances, including fire hydrants, sh be installed as required by the Fire Department. 4. The applicant shall dedicate land adjacent to Buena Vista Lagoon per Ordinance 9190 and the Parks and Recreation Commission. 5.
